Statement of Work (SOW)

To replace the existing front gate at USCG Sector Humboldt Bay with a like-in-kind gate designed to accommodate a larger opening.

• Replace the existing front gate at 1001 Lycoming Ave, McKinleyville, CA 95519.

• Install a new, longer gate accommodating a larger opening and associated mechanical systems.

• Relocate existing concrete curb and bollards to facilitate entry of large vehicles.

• Ensure all materials adhere to applicable ASTM standards and specifications for gate systems, structural steel, and construction components.

• Ensure final gate installation provides seamless operation, secure latch mechanisms, smooth motor operation, and meets UL and OSHA safety standards.

• Gate components must be corrosion-resistant or treated with weather-resistant coatings.

• Workmanship must comply with industry standards for civil engineering projects and construction, meeting ASTM or equivalent standards.

• Materials and workmanship shall meet USCG physical security standards and comply with applicable regulations.

• All work must be performed in a workmanlike manner and in accordance with OSHA Safety and Health Standards.

• Adherence to applicable FAR clauses, EPA regulations, Caltrans standards, and local engineering standards.

• Place of Performance: USCG Sector Humboldt Bay, 1001 Lycoming Ave, McKinleyville, CA 95519.

• Hours of Operation: Monday through Friday, 08:00 am to 04:00 pm, excluding federal holidays or base closure. Changes require written request 24 hours in advance.

• Contractor shall provide a Contract Manager with full authority.

• Contractor employees must have proper valid identification and present a neat appearance.

• No government employees can be employed if it creates a conflict of interest.

• Contractor employees must not be considered a threat to health, safety, security, or the operational mission.

• Security Requirements: All contractor employees performing tasks related to this SOW onboard a Coast Guard facility shall have proper valid identification.

• Government-furnished property: Access to 110 V electrical power will be provided. Contractor is responsible for temporary connections and energy consumption adherence to FAR 52.236-14.

• Contractor-furnished items: Contractor shall furnish all labor, materials, and equipment not specified as government-furnished.

• Detailed Tasks include: Project Coordination, Decommissioning and Removal of Existing Equipment, Modification of Gate Opening and Preparation for Installation, Installation of Extended Roller Tracks and New Longer Gate, Installation of New Gate Operator System, Installation of Safety Devices and Access Control System, System Commissioning and Testing, Demobilization and Final Site Cleanup, and Client Handover, Training, and Documentation.

• Safety: Verification of site conditions, immediate notification of suspected ACM or LBP, and adherence to OSHA standards.

• Testing and Acceptance: Contractor shall document and certify operational functionality test. Acceptance by the POC.

• Applicable Publications: OSHA Safety and Health Standards, 29 CFR Part 1926.

Solicitation / RFP / RFQ
