Deliveries are on an FOB destination basis and are scheduled between April 1, 2026, and June 30, 2026. Ground Beef 1-pound packages must be delivered within 30 days from the date of pack. All commodities must be a product of the United States, grown, processed, and prepared exclusively domestically. Packaging and container components are subject to WTO Government Procurement Agreement (GPA) and Free Trade Agreements (FTA). Offerors must submit complete and accurate product information to GS1 GDSN no later than 20 days after contract award.

Submission & Evaluation
Offers, modifications, withdrawals, and price adjustments must be submitted electronically via the USDA Web Based Supply Chain Management (WBSCM) system (https://portal.wbscm.usda.gov/publicprocurement). Submissions by any other means will be deemed nonresponsive. Potential contractors must meet AMS vendor qualification requirements (FAR Subpart 9.2) and be active in WBSCM with the necessary bidder roles. Bidders may submit different prices for each stop, but a price is required on all line items within a lot.
