All commodities and products must be grown, processed, and prepared exclusively in the United States. Offerors must certify the existence of a food defense plan for all plants and shipping points prior to bid opening and submit complete product information to GS1 GDSN within 20 days of contract award.
Contract Details
- Contract Type: Firm-Fixed-Price (Definite Delivery)
- Period of Performance: Deliveries are required between April 1, 2026, and June 30, 2026. Ground Beef 1-pound packages must be delivered within 30 days from the date of pack.
- Set-Aside:
- 30% Small Business Set-Aside for Material 100154.
- 50% Small Business Set-Aside for Materials 100155, 100158, 100159, & 111578.
- 10% Service Disabled Veteran Owned Small Business Set Aside for Materials 100154, 100158, and 100159.
- Materials 100155 and 110346 are unrestricted.
- New Vendors: A probationary period will limit awards to 10 truckloads per product for new-to-USDA contractors.
Submission & Evaluation
- Bids Due: February 5, 2026, at 1:00 PM CT.
- Acceptances Announced: February 12, 2026, at 5:00 PM CT.
- Submission Method: Offers must be submitted electronically via the USDA Web Based Supply Chain Management (WBSCM) system. Submissions by any other means will be nonresponsive.
