• Offshore Destinations: Offerors have the option to bid direct to offshore destinations or to the port.
• Origin: Commodities must be a product of the United States (grown, processed, and prepared exclusively in the U.S.). Packaging and container components are subject to WTO/GPA/FTA.

Contract & Timeline

• Type: Firm-Fixed-Price, Definite Delivery Invitation.
• Set-Aside: The solicitation may include various small business set-asides (partial/total small business, Service-Disabled Veteran-Owned, 8(a), AbilityOne). A HUBZone Small Business Price Evaluation Preference is available for certified manufacturers/producers.
• Offer Due Date: January 26, 2026, 13:00:00 Central Time.
• Published Date: January 12, 2026.

Eligibility & Submission

• Vendor Qualification: Potential contractors must meet AMS vendor qualification requirements (FAR Subpart 9.2). Information is available at http://www.ams.usda.gov/selling-food or by contacting newvendor@usda.gov.
• Submission Method: Offers must be submitted electronically via the USDA Web Based Supply Chain Management (WBSCM) system (https://portal.wbscm.usda.gov/publicprocurement). Access to WBSCM is provided after qualification.
• Probationary Period: New-to-AMS contractors and existing contractors bidding on new products may have awards limited to 10 truckloads per product until successful delivery of at least five truckloads.
