Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW details services for repairs on the Gasquet Ranger District of Six Rivers National Forest on Fox Ridge (16N03) road. The objective is to ensure the road serves as a safe and effective ingress and egress for Forest Service personnel and the public.

• Surface blading of the traveled way to improve traffic and drainage.

• Shaping the crown or slope of the travel way and ditches.

• Adding well-graded aggregate to reestablish gradient where needed, and compacting.

• The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, testing, nonpersonal services, and incidental items.

• Work must be done in accordance with applicable Specifications and Industry Standards. The most stringent standard applies in case of conflict.

• Contractor is responsible for obtaining necessary licenses and permits and complying with all federal, state, and local laws, codes, regulations, and ordinances.

• Projected start date: Spring of 2026.

• Completion: Within 45 calendar days from the issuance of the 'Notice to Proceed'.

• Operating season: Year-round, except when prohibited by snow or wet weather. Wet weather restrictions apply from October 15th to May 15th. Some roads may have limited operating periods due to wildlife protection.

• Project location: Gasquet Ranger District of Six Rivers National Forest, Fox Ridge Road (16N03).

• Equipment must meet Occupational Safety and Health Act requirements and have flashing lights/rotary beacons, slow-moving vehicle emblems, and headlights on. Backup warning devices are required for self-propelled equipment over 8,000 lbs.

• Vehicles and machinery must be cleaned before entering the Gasquet Ranger District, with cleaning sites agreed upon by the Forest Service and Contractor.

• Work hours are limited to non-holiday weekdays, Monday-Friday, 0700-1900. Work sites must be clear by noon the Friday before a Monday holiday.

• Contractor is responsible for security of tools/equipment, removal/disposal of excavated dirt and trash, and installing sediment control devices.

• Equipment must be free of soils, seeds, and vegetative materials that could contain noxious weeds.

• Contractor must minimize mechanical activity during rainy periods and may be required to cease work at 1:00 pm or not initiate work on high fire activity days.

• Contractor must possess all necessary licenses required by the State of California and obtain any necessary permits.

• Contractor shall repair any damage to established roads, vegetation, or improvements caused by their operations.

• Contractor shall provide technical submittals for materials for Forest Service review and approval.

• Contractor shall dispose of all project-related trash and debris off of Forest lands prior to final payment.

• Contractor is responsible for contacting the Forest dispatch center daily for fire predicted Project Activity Level (PAL) and restricting work accordingly.

• Contractor is responsible for traffic control and equipment staging requirements.

• Use of campground facilities is prohibited except for one camp unit for a watchman.

• Potable water and sanitary facilities are not available.

• Contractor is authorized to use project roads and designated Forest Service Roads.

• Contractor is responsible for all road maintenance and repair work caused by their operations.

• Vehicles and equipment must not exceed State legal load limits and widths, or posted limits, without permits.

• In case of cultural resource discovery, work shall cease, and the Forest Heritage Program Manager shall be notified immediately. Standard Protection Measures will be utilized. If human remains are discovered, the County Coroner shall be notified.

• Burn Piles: Existing handmade burn piles near Route 16N03 and Big Flat Road will not be touched; contractors should work around them.
• Locked Gate: Conditions behind a locked gate on 16N03 (approx. 10.5 miles from Jct. of 16N03 & Big Flat Road) are assumed to be similar to the open section. Gates will open after the wet weather season.
