Sources Sought Synopsis

This notice is issued solely for information and planning purposes to gauge industry interest in a potential contract for Sewage Sludge Transport and Composting Services at Fort Detrick. The U.S. Government intends to award a contract on a small business set-aside basis if at least two qualified small businesses respond with sufficient information.

• Provision of containers for sewage sludge storage at Fort Detrick WWTP.

• Transportation of sewage sludge from Fort Detrick.

• Composting of sewage sludge.

• Composted sludge to be used for beneficial purposes (land application and soil amendments).

• The anticipated NAICS code is 562119 - Other Waste Collection, with a size standard of $47.0M.

• The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.

• This notice does not constitute an RFQ, IFB, or RFP, and the Government is not seeking quotes or proposals at this time.

• Responses are requested to identify capabilities, interest, and recommendations.

• Responses are due by February 13, 2026, at 12:00 p.m. EDT.

• The potential requirement may be set aside for small businesses.

• Provide composting of sewage sludge.

• The Government will maintain all recycling and waste diversion accounting and credit benefits.

• This is NOT a solicitation, RFQ, IFB, or RFP, and does not commit the Government to any contract.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide storage, transportation, and composting of sewage sludge generated at the Fort Detrick Wastewater Treatment Plant (WWTP).

• Provide containers for sewage sludge storage at the Fort Detrick WWTP.

• Transport sewage sludge from Fort Detrick WWTP to a composting facility.

• Compost all accumulated sewage sludge, utilizing it for beneficial use (e.g., land application, soil amendments).

• Obtain all necessary permits for transportation, including the Sewage Sludge Utilization Permit from the Maryland Department of the Environment (MDE).

• Ensure continuous availability of storage containers and coordinate pickups to avoid impacting treatment operations.

• Provide monthly reports detailing the volume of sewage sludge composted and confirm utilization for beneficial use.

• Transportation must occur within 2 days of COR notification.

• Composting must be performed to ensure the material can be designated as a recycled material.

• Monthly reports are due by the 5th day of the following month.

• Contractor must comply with all Federal, State, and local regulations for transportation and composting.

• Contractor must obtain regulatory approval for composting sewage sludge with elevated metal concentrations.

• Period of Performance: One (1) Base Year of 12 months, with four (4) 12-month option years. An optional 6-month extension is included.

• Place of Performance: Fort Detrick WWTP, Frederick, Maryland.

• Contractor must obtain required regulatory certifications for composting.

• Contractor must obtain all permits for transportation.

• Technicians/transport drivers must have at least one year of experience.

• Contractor must provide a Safety and Health Plan for approval prior to commencing on-site work.

• Contractor must comply with sustainable materials management (Green Procurement) and biobased procurement requirements.

• Contractor must report all contractor labor hours via the System for Award Management (SAM.gov).

• Contractor must provide a contract manager and an alternate.

• Contractor employees performing services on a Government installation must possess and wear an identification badge.

• Contractor must comply with physical security requirements and gate access requirements for Fort Detrick.
