Solicitation / RFP / RFQ

This solicitation is for the procurement of fuel, specifically Premium Off-Road Summer Blend Diesel and Regular Unleaded Fuel. The government intends to make one award for a firm fixed-priced contract with a one-year period of performance.

• Item 0001: 20,000 gallons of Premium Off-Road Summer Blend Diesel

• Item 0002: 10,000 gallons of Premium Off-Road Summer Blend Diesel

• Item 0003: 3,000 gallons of Regular Unleaded Fuel

• Delivery is F.O.B. destination to: S8822 Sunset Drive, Prairie du Sac, WI 53578.

• Early deliveries will be accepted.

• Technical specifications are detailed in "Attachment 2 – Specifications."

• Anticipated contract type: Firm Fixed Price

• Period of Performance: One (1) year

• Pricing: Offerors must provide pricing for all three line items. Quantity price discounts, prompt payment discounts, percentage discounts off market rate, shipping, and any other quoted pricing should be included. Failure to price all items may result in disqualification.

• Technical Acceptability: Quotes will be evaluated for technical acceptability, requiring the product to meet or exceed all technical specifications and be available for delivery within the specified timeframe. Inadequate documentation or failure to meet specifications will result in unacceptability.

• Past Performance: The government will evaluate past performance using information from prior contracts, federal sources, and CPARS. Ratings include Acceptable, Neutral, and Unacceptable.

• Evaluation Method: The government will use a Lowest Price Technically Acceptable (LPTA) evaluation method. The lowest priced offer will be evaluated for technical acceptability and past performance. If not acceptable, the next lowest priced offer will be evaluated, and so on.

• Offer Acceptance: Offerors agree to hold prices firm for 365 calendar days from the offer receipt date.

• Quote Submission: Quotes must be submitted via email to amber.sampson@usda.gov with the subject line "Quote for 1232SA26Q0240." Quotes are due by the date and time indicated on sam.gov.

• FAR 52.225-3 Buy American–Free Trade Agreements-Israeli Trade Act is included, indicating some items may be subject to these agreements.

• Several small business provisions are listed as applicable if checked, including "Notice of Total Small Business Aside" and "Utilization of Small Business Concerns."

• The solicitation incorporates numerous FAR and AGAR clauses and provisions by reference. Offerors are cautioned to review these carefully.

• Attachment 2 – Specifications is a key document for technical requirements.

• The Buy American Act and Free Trade Agreements are relevant to this acquisition.

Statement of Work (SOW) / Performance Work Statement (PWS)

To establish a 12-month contract for recurring deliveries of various fuel types to the USDA-Dairy Forage Research Farm in Prairie du Sac, WI.

• Summer-blend premium off-road diesel fuel (20,000 gallons)

• Winter blend off-road diesel (50% number 1 and 50% number 2) (10,000 gallons)

• Regular Unleaded fuel (3,000 gallons)

• Deliveries of diesel (2500-3000 gallons per delivery) approximately every 25-35 days.

• Deliveries of regular unleaded (approximately 250 gallons per delivery) approximately every 25-35 days.

• Each delivery must occur within 3 business days of farm request.

• Delivery driver must provide verbal notification of expected delivery time to unlock the tank.

• Contract duration: 12 months.

• Delivery location: USDA Dairy Forage Research Farm, S8822 Sunset Drive, Prairie du Sac, WI 53578.

• Contractor must be located within 100 miles of the delivery location.

• First delivery needed by approximately 4-1-2026.

• Farm cannot accept full semi-load drops.

• Delivery to an underground diesel fuel tank.

• Note: The delivery area is described as a "tight working area."
