(i)  This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement, and its attachments, constitute the only solicitation.  Proposals are being requested for fuel requirements for Customer Organized Group (COG) 8, which includes the states of Montana, Oregon, Idaho, and Washington.    

(ii) The Solicitation number is SPE600-16-R-0221, and it is issued as a Request for Proposal (RFP).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87-1.

(iv) The NAICS code for this procurement is 324110.  This acquisition has not been set-aside for small businesses and is issued under full and open competition

(v) See Attachment A, "Line Item Narratives Schedule B," for a list of contract line item numbers,   quantities, and units of measure.

(vi) Description of Items Being Procured:  This acquisition is for distillates and residuals for Department of Defense and Federal Civilian Agencies in the states of Oregon, Washington, Idaho, and Montana.

(vii)  Ordering Period:  July 1, 2016 through June 30, 2020.

(viii) FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition with addenda.

(ix) Proposals will be evaluated pursuant to FAR 52.212-2, "Evaluation - Commercial Items," and FAR 15.101-2, "Lowest Price Technically Acceptable Source Selection Process."  In order to be considered for award, an offeror must meet or exceed technical acceptability standards for the following non-price factor: Supplies; Terms and Conditions.

(x) Offerors shall provide a completed copy of all required Representations and Certifications with the offer.  All representations and certifications can be found in Attachment F, "Offeror Submission Package (OSP)."

(xi) FAR 52.212-4, "Contract Terms and Conditions -- Commercial Items" applies to this acquisition with addenda.

(xii) FAR 52.212-5, "Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items," applies to this acquisition.  See Solicitation SPE600-16-R-0221 for a list of the additional FAR clauses cited within FAR 52.212-5 that are applicable to the acquisition.
