Scope of Work
The contractor will supply and deliver:
- Fuel Types: Gasoline (minimum 90 octane) and Diesel (Gasoil).
- Quantities: Minimum order of 10,000 liters for each fuel type, with a maximum order not exceeding 160,000 liters.
- Delivery Location: U.S. Embassy Rabat, Km 5.7, Avenue Mohamed VI, Souissi, Rabat 10170, Morocco.
- Delivery Hours: Monday through Friday, 08:00 to 16:00.
- Quality: Fuel must be tested for quality, cleanliness, and compliance. Contaminated or water-mixed deliveries will be rejected.
- Pricing: Fixed price per unit, inclusive of labor, materials, insurance, overhead, profit, and transportation. Value Added Tax (VAT) will be priced separately.

Eligibility & Set-Aside
This is an UNRESTRICTED opportunity. Offerors must:
- Operate an established business with a permanent address and telephone listing in Morocco.
- Specialise in fuel/petroleum products.
- Not use third-party delivery services.
- Act as the Prime Contractor; subcontracting and co-venturing are not permitted.
- Provide evidence of prior experience with relevant past performance information and references in Morocco.
- Submit certified financial statements for the past two years.
- While SAM registration is not strictly required to submit a quotation, offerors without active SAM registration must complete FAR 52.204-90.
Submission & Evaluation
- Questions Due: April 30, 2026, 16:00 local time, via rabatgsocontracts@state.gov.
- Quotations Due: May 20, 2026, 16:00 local time. No quotations will be accepted after this time.
- Submission Method: Electronically to rabatgsocontracts@state.gov, not exceeding 30MB. Quotations must be in English and complete.
- Evaluation: Award will be made to the lowest priced, acceptable, responsible offeror. Acceptability is based on compliance with RFQ terms, while responsibility considers financial resources, ability to perform, integrity, organization, experience, skills, and equipment.
Additional Notes
The solicitation includes numerous FAR and DOSAR clauses. Offerors must submit SF-1449, Section I (Pricing), Section 5 (Representations and Certifications), and IRS Form W-14. An amendment provides responses to vendor questions, confirming the quote submission deadline remains unchanged.
