Scope of Work
The contractor will provide comprehensive gardening services to maintain the appearance, health, and functionality of the Consulate's landscape. Key services include grass cutting, edging, trimming, weeding, turf repair, pruning, leaf and debris removal, pond and drainage ditch cleaning, and interior plant maintenance. The contractor must also assist with lighting installation/removal.
Specific requirements include developing and submitting an annual Grounds Maintenance Plan and a pest and disease control plan. A trained horticulturist is required, holding a minimum Second Grade Zoen Ginoushi License, and the license holder must personally perform the gardening work. All pedestrian and vehicle pathways must be kept clear, and adequate protective equipment meeting U.S. Government standards must be used. The contractor must promote recycled uses for lawn and tree debris, maintain a pest and plant disease control program, and handle hazardous substances safely, complying with all applicable laws and regulations. Pool maintenance, if required, must use COR-approved chemicals maintaining a pH of 7.2. A maximum of seven workers are allowed on-site at any time.
Contract Details
- Type: Firm-Fixed Price
- Period of Performance: 12-month base year with four (4) one-year options to renew.
- Payment: U.S. firms will be paid in U.S. dollars; other firms will be paid in Japanese Yen. The U.S. Consulate is exempt from Japanese consumption taxes.

- Previous Contract Value: The previous 5-year contract was valued at JPY 18,240,000 (base and four option years); however, bidders should focus on the current RFQ requirements.

Important Notes
No payment will be made for quotation preparation and submission. Photography is NOT ALLOWED within the grounds of the Consulate.
