Full and Open IDIQ for A-E Services for Vance AFB and Sheppard AFB

This announcement is a Request for Qualifications (RFQ) to establish an Architect-Engineering (A-E) pool for services supporting planning, design, and Title II services for construction, repairs, renovations, restorations, and modernizations of facilities at Vance AFB, Oklahoma, and Sheppard AFB, Texas. This is not a Request for Proposal (RFP), and no costs associated with responding will be reimbursed.

• A-E services may include site investigation, engineering plans and studies, concept design, final design, or construction phase services.

• Potential project opportunities include work related to existing mission assets such as airfield pavement repairs, utility system repairs, facility repairs, and projects related to the bed-down of the future T-7A aircraft.

• Specific scopes may involve geotechnical investigations, repair-in-kind pavement distresses, utility system repairs (pipes, electrical conductors), renovation of site, building envelope, interiors, and engineering systems.

• Environmental scope may require criteria for ACM, PFAS/PFOA abatement.

• Project management and inspection may involve on-site construction submittal coordination and inspection.

• Projects may require sustainability design compliance with GBCI or GBI programs.

• Designs must be prepared using MCACE (Second Generation) and PACES, and deliver BIM models in Autodesk Revit, ACAD, or Civil 3D, compliant with current CAD standards.

• The NAICS code is 5413, Architectural, Engineering, and Related Services.

• ASRC is contemplating creating a pool of qualified A-E firms for future service contracts.

• Contracts awarded from this pool will be firm-fixed-priced.

• The initial service contract is anticipated to be awarded in summer 2026 and completed in spring 2027.

• The estimated construction costs for potential opportunities will range from approximately $750,000 to $7,500,000.

• The A-E Team arrangement may extend for a total of 5 years, depending on ASRC's success in securing a base operations service contract.

• Firms must submit an SF330 package for review.

• Submissions will be evaluated based on specialized experience and technical competence, qualified professional personnel, past performance, capacity to complete Air Force planning charrettes and design documents, and knowledge of Vance and Sheppard AFB installations.

• The SF330 should be limited to 40 pages (Parts A-G), with Part H encouraged but not required.

• A committee will review SF330s, short-list qualified teams, and then select at least three firms for interviews for specific opportunities.

• Final selection for a Statement of Work (SOW) will be based on interviews and ranking.

• This announcement is open to all businesses regardless of size.

• Final deliverables must be stamped and signed by professionals registered in Oklahoma or Texas, as appropriate.

• Being part of the A-E pool does not guarantee future contract opportunities.

• No contract will be awarded solely for participation in the A-E pool.
