ASRC Federal Gulf State Constructors, on behalf of the U.S. Air Force, is seeking to establish a pool of qualified Architectural and Engineering (A-E) Firms for Indefinite Delivery Indefinite Quantity (IDIQ) contracts. These services will support planning, design, and Title II services for construction, repairs, renovations, and modernizations at Vance Air Force Base (AFB), Oklahoma, and Sheppard AFB, Texas. This is a Request for Qualifications (RFQ), not a Request for Proposals, and is open to all businesses regardless of size. SF-330 submissions are due by May 29, 2026, at 11:00 AM CST.

Scope of Work

The A-E services will encompass a broad range of activities, including site investigation, engineering plans and studies, concept and final design, and construction phase services. Potential projects include:

  • Airfield and street pavement repair
  • Utility line replacements (pipes, electrical conductors)
  • Renovations for T-7 aircraft bed-down
  • General facility modernization (site, building envelope, interiors, engineering systems)
  • Electrical system updates
  • Geotechnical investigations
  • Environmental scopes (e.g., ACM, PFAS/PFOA abatement)
  • Project management and inspection (on-site construction submittal coordination and inspection). A minimum of 5 years of experience in construction inspection and management is required for this role. Designs must utilize MCACE (Second Generation) and PACES, and deliver BIM models in Autodesk Revit, ACAD, or Civil 3D, compliant with current CAD standards. Sustainability design compliance with GBCI or GBI programs may also be required.

Contract Details

  • Contract Type: Indefinite Delivery Indefinite Quantity (IDIQ) for A-E services, with subsequent task orders being Firm-Fixed Price.
  • NAICS Code: 5413, Architectural, Engineering, and Related Services.
  • Estimated Construction Costs: Potential opportunities will range from approximately $750,000 to $7,500,000.
  • Duration: The A-E Team arrangement may extend for a total of 5 years, contingent on ASRC's success in securing a base operations service contract.
  • Funding: Funds are not currently available, and the Government has no obligation to reimburse firms for response costs.

Submission & Evaluation

This is a competitive selection process under FAR Subpart 36.6 (Brooks Act). Firms must be certified and registered in SAM.gov.

  • Submission: SF-330 Qualification packages must be submitted via email to Betty Kliewer (betty.kliewer.ctr@us.af.mil).
  • Page Limit: SF-330 proposals are limited to 45 pages (Parts A-G). Part H (CPARS/PPQs) is encouraged but not required and does not count towards the page limit. An 11" x 17" page size is allowable for Section D (Organizational Chart).
  • Evaluation Criteria: Specialized experience and technical competence, qualified professional personnel, past performance, capacity to complete Air Force planning charrettes and design documents, and knowledge of Vance and Sheppard AFB installations.
  • Process: A committee will review SF-330s, short-list qualified teams, and then select at least three firms for interviews for specific opportunities. Final selection for a Statement of Work (SOW) will be based on interviews and ranking.
