Quick Summary
The Indian Health Service (IHS), Oklahoma City Area Office (OCAO), has issued a Combined Synopsis/Solicitation for a Chemistry Analyzer Cost Per Test Leasing Agreement. This opportunity seeks to procure clinical chemistry analyzers, associated services, and supplies for multiple IHS facilities. The acquisition will be procured using Full and Open competition. Quotes are due by May 18, 2026, at 2:30 PM ET.
Scope of Work
The contractor will provide a comprehensive Cost-Per-Test agreement for chemistry analyzers. This includes:
- Equipment: Chemistry analyzers capable of performing General Chemistry, Drugs of Abuse, Therapeutic Drug Monitoring, Cardiac, Diabetic, and Communicable Disease testing. Analyzers must support workflow prioritization (Routine, STAT, ASAP), require minimal reagent preparation, offer 3-point calibrations, and have dry system analysis capability. Throughput must exceed 350 tests/hour, accommodating both smaller (<100,000 tests/year) and larger (>100,000 tests/year) sites. All necessary ancillary equipment (computer, printer, UPS, water system) and LIS interface capabilities are required.
- Services: Onsite installation, setup, correlations, calibrations, precision, linearity, and AMR studies. Preventative and corrective maintenance according to manufacturer guidelines. 24/7 technical assistance via phone, with onsite support within 24 hours if remote resolution fails.
- Training: Onsite training for operators during installation and annual offsite training for new users.
- Supplies: All reagents and supplies for routine operation, calibrations, quality control, and proficiency testing for a comprehensive list of analytes.
Contract Details
- Contract Type: Firm-fixed-priced IDIQ contract.
- Period of Performance: A base year of 12 months from the date of award, followed by four (4) one-year option periods.
- Place of Performance: Multiple IHS facilities in Oklahoma, Kansas, and potentially other locations, managed by the Oklahoma City Area Office laboratories.
- Competition: Full and Open.
- Special Requirements: Compliance with HSPD-12, adherence to tobacco/smoke-free environment policies, security regulations, confidentiality, and manufacturer-trained/certified service representatives. A termination amortization schedule will be included.
Submission & Evaluation
- Submission Deadline: May 18, 2026, at 2:30 PM ET.
- Submission Requirements: Vendors must submit a completed Price Schedule (including option periods) and additional documents demonstrating technical qualifications. All contractors must be registered in SAM.gov. Electronic submissions via email to Edson Yellowfish (Edson.Yellowfish@ihs.gov) are the only acceptable method.
- Evaluation Criteria: Offers will be evaluated based on Technical Qualifications, Past Performance, and Pricing. Technical Qualifications and Past Performance are considered significantly more important than Pricing. Offerors must provide at least two references for similar contracts performed within the last two years.
Key Clarifications
Recent Q&A (Part 2) clarified several points:
- The government will accept vendor assertion that analyzers will fit existing lab spaces, and the requirement for in-line plumbing for a water system was deemed unduly restrictive and is no longer required.
- COVID testing is still desired on chemistry analyzers, and the government is interested in options for performing this.
- The pricing model is "Cost Per Test," which includes charges for patient testing, calibration, and QC testing.
- Updates were provided for El Reno and Thyroxine (T4) test volumes, and additional assays (Drugs of Abuse, Syphilis, Procalcitonin, Vitamin B12, Vitamin D) are desired at the Lawton location.
- Training will be "Offsite or onsite" for two operators.
