NAVSUP Fleet Logistics Center Jacksonville, FL intends to issue a Request for Proposal (RFP) on or about Monday January 5, 2026, for Full Food and Meal Support Services for Naval Station (NS) Guantanamo Bay, Cuba. The solicitation will be issued as a total small business set-aside. The RFP will result in the award of a firm-fixed priced contract and will contain a period of performance that consists of a (1) one-year base period commencing 01 June 2026 through 31 May 2027, with four (4) one-year option periods, and an optional 6-month extension IAW FAR 52.217-8.
This requirement is for Full Food and Meal Support Services. These services are sourced by Commander, Navy Region Southeast (CNRSE) for Naval Station (NS) Guantanamo Bay, Cuba. The outcomes to be achieved are to provide all personnel, supervision and all items and services necessary to perform Full Food and Meal Support Services at NS Guantanamo Bay. The Contractor shall provide all resources, and services, to include personnel travel, lodging, and transportation to perform Full Food and Meal Support Service in support of Gold Hill Galley (Building 1662), Leeward Galley (AKA Salabarria Hall, Building AV630), and Camp America (Building 2502), and meal support services to Kittery Cafe (Building 2261). Additionally, the Contractor shall provide for Special Events, Migrant Feeding Operations, Commissions Feeding Operations, Special Operations, and Detention Camp areas aboard U.S. Naval Station Guantanamo Bay, Cuba.

The RFP will include instructions for preparation of proposals, the PWS, and evaluation criteria.
