• Period of Performance: Base period of 90 Days ARO, with an end date of 455 Days ARO for the subscription and support services.

• Award will be made to a single responsible Offeror.

  • Complete provisions 52.209-7, 52.219-1, and 52.225-2.
  • If not the OEM, submit an authorized distributor letter.
  • Submit offers in two volumes: Technical Capability and Price.

• Evaluation Criteria: Lowest-priced, technically acceptable offer. Quotes will be evaluated using Simplified Acquisition Procedures.

• This requirement is 100% set aside for Small Business entities.

• Offerors must be verified/registered in SAM and SBA.

• Technical questions are due by March 30, 2026, at 12:00 pm CDT.

• Offerors agree to hold prices firm for 60 calendar days from the offer due date.

• Payment will be made via Electronic Funds Transfer (EFT) through the Tungsten Network.

Statement of Work (SOW)

This Statement of Work (SOW) details the requirements for the installation and support of a fully integrated medication delivery system, specifically the "Brand Name Only ScriptPro Equipment," for the Outpatient Satellite Pharmacy in the Emergency Department at Dallas VAMC.

• Installation and Delivery: Contractor will deliver and install VA equipment and software during normal business hours. This includes providing all necessary items, calibrating, testing, and evaluating the equipment after installation.

• Equipment and Software: The system includes a Robotic Prescription Dispensing System, Workstations, Enterprise Workflow Management Platform and Software, Custom Fixtures, and Support Services.

• Interfacing: The equipment must interface with VISTA, CPRS, and Pharmacy Program Management.

• Location: Installation will occur at the Outpatient Satellite Pharmacy, Emergency Department, Dallas VAMC, 4500 S Lancaster Rd, Dallas, TX 75216.

• Deliverables: Installation of all listed equipment and software, system integration and testing, staff training, go-live support, and operational readiness documentation.

• Conformance: Equipment must conform to the latest published standards (e.g., NFPA-99, UL, OSHA, JCAHO) and manufacturer's specifications.

• Parts: Contractor must have ready access to all parts within three business days. New or rebuilt parts meeting OEM standards are required. Excluded items include user-replaceable expendable parts/supplies and parts replaced for cosmetic reasons.

• Software: Contractor will provide and update software applications, make recommendations for upgrades, and provide unlimited telephone and email support. Software fixes, patches, and free updates must be available throughout the contract duration.

• Troubleshooting & Repair: Contractor is responsible for isolating and repairing hardware, software, and communications equipment issues.

• Hours of Operation: Services are generally performed Monday-Friday, 8:00 am - 4:30 pm CST, excluding holidays, unless otherwise approved.

• Response Time: Telephone support is available during normal hours, with a goal of responding to inquiries within one hour.

• Reporting: Written progress reports are required by the second workday following the end of each service period.

• Servicing: Technicians must be Scriptpro certified. Scriptpro OEM parts are required for maintenance. Contractor must have physical presence and prior geographical coverage experience in the VA NTX Healthcare system.

• Security: Strict adherence to VA security protocols, including data handling, access control, and information system security, is mandatory. Vendor personnel will not be issued direct system access but will be chaperoned by VA personnel.
