Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for managing and maintaining government-provided furniture, appliances, and property for Unaccompanied Housing (UH) at Dover Air Force Base (AFB).

• The contractor will be responsible for providing all management, labor, tools, equipment, transportation, vehicles, and materials necessary to operate the Furnishings Management Section (FMS).

• Services include issuing, picking up, delivering, storing, and maintaining government furnishings and appliances.

• The contractor will manage the FMS, which serves as the base's central point for furnishings support, including financial and warehouse management.

• Specific locations include buildings 401, 402, 414, 430, 435, 445, and the Installation Commander's home.

• The contractor must maintain a back-up stock of furnishings not exceeding three percent (3%) of the current inventory.

• Deliveries and pickups must be completed within two working days of a request.

• The contractor must use the Enterprise Military Housing (eMH) system for inventory management and transaction logging.

• A furnishings repair program is required to maintain and repair furnishings and appliances.

• The contractor must provide a low-speed Utility Terrain Vehicle (UTV) and trailer for transportation.

• Operating hours are Monday through Friday, 7:30 AM to 4:30 PM, with coverage required during these times (excluding federal holidays).

• The place of performance is Dover Air Force Base.

• The contractor must adhere to Air Force Instruction (AFI) 32-6000, Housing Management.

• Contractor personnel must have access to the eMH system and complete required training.

• Personnel require a National Agency Check with Inquiries (NACI) for access to government systems.

• Contractor personnel must be able to lift up to 100 pounds.

• Security and antiterrorism requirements, including contractor badges and base access, must be followed.

• The contractor must provide notice of any absence longer than one day and ensure appropriate coverage.

• The contractor must maintain an automated work order and warranty system.

• An annual inventory of furnishings must be completed within 45 days of contract award and annually thereafter.

• Semi-annual inventory of high-value or easily pilferable items is required.

• The contractor must coordinate with the Dorm Superintendent and Housing Program Manager for inventory data and estimates.

• The contractor must accompany commercial contractors during pickup and delivery processes.

• The contractor must ensure members sign eMH-generated forms for deliveries or pickups.

• The contractor must provide adequate full-time on-site personnel to work 40 hours per week.

• The contractor must comply with all security regulations set by the base, including safeguarding government property.

• The contractor must report any damage to Government property or injury to personnel within one hour.

• The contractor must coordinate a Pre-Final Inspection to identify deficiencies.

• Operations Security (OPSEC) requirements must be followed.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, issued as a Request for Quotation (RFQ), for Furnishing Management Services at Dover Air Force Base. The government intends to award a Firm-Fixed-Price contract.
