This solicitation seeks offers for pharmaceutical products, specifically Furosemide tablets in various counts (90, 1000, 500 count bottles/boxes), to be distributed through the Defense Logistics Agency (DLA) and Department of Veterans Affairs (VA) Pharmaceutical Prime Vendor (PPV) programs. The objective is to establish a national supply source for these drugs, ensuring product availability, consistency, and volume-based pricing for DLA, VA, Bureau of Prisons (BoP), and Indian Health Service (IHS) customers.

• Furosemide 20 MG Tablets (90 count bottle, 1000 count bottle)

• Furosemide 40 MG Tablets (90 count bottle, 1000 count bottle)

• Furosemide 80 MG Tablets (500 count bottle/box)

• Products must be FDA approved and meet therapeutic equivalence standards (TE Code "A").

• Offerors must provide National Drug Code (NDC) for each product.

• Products must be compatible with automated dispensing units.

• Unit of use packaging requires child-proof closures and specific bottle dimensions.

• Bar code labeling at the unit-of-use package level is required, conforming to GS1-128 or HIBCC standards.

• Lot number and expiration date must be included on bar code labeling.

• Compliance with Drug Supply Chain Security Act (DCSA) requirements.

• Manufacturing facilities must have acceptable cGMP status with the FDA.

• Type of Contract: Firm-fixed-price requirements contract.

• Period of Performance: One base year with four option years, not to exceed five years.

• Contract Price Effective Date: No more than 60 calendar days after award.

• Contract Performance Date: 45 calendar days after award (ready to fill orders).

• Estimated quantities are provided in Appendix B, but actual quantities may vary.

• Offers must be submitted electronically via the Defense Logistics Agency Internet Bid Board System (DIBBS).

• Submission Deadline: May 21, 2026, 3:00 PM EST.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA).

• Proposals will be evaluated on Technical Requirements and Past Performance.

• Price will be evaluated based on the lowest evaluated aggregate price.

• Offerors must provide pricing for all line items for the base and option years.

• Discussions may be held to clarify proposals.

• Large businesses must submit a subcontracting plan.

• Offerors may approach PPV contractors regarding business-to-business agreements prior to submission.

• The Government reserves the right to add or delete ordering sites/activities.

• The price paid by the Government to a PPV contractor may be adjusted by distribution fees, potentially resulting in a price lower than the unit price established by this contract.
