Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain system analysis, software and system engineering, development, application, customization, and technical writing services to assist the Southwest Regional Maintenance Center (SWMRC), Mid Atlantic Regional Maintenance Center (MARMC), and Naval Surface Warfare Center (NSWC) Dahlgren Division in managing and tracking ship repairs, associated contracts, purchases, funds administration, and related metrics using the NAVSEA Fusion Suite of applications.

• Atlassian Ecosystem Administration (Confluence and Jira): Provide comprehensive support for administering Confluence and Jira within the NAVSEA Fusion environment. This includes space design, advanced scripting and workflow customization, project integration, security and permissions management, data management and migration, and collaborative solution development.

• Integrated Operations Support: Assist SWRMC, MARMC, and NSWC Dalgren in leveraging a unified platform (Jira, Confluence, Power BI) for tracking, management, and reporting of activities across various operational areas. This involves customized engagement, issue resolution, technical escalation, continuous feedback, and collaborative solution development.

• Project Integration Services: Provide advanced project integration services to ensure seamless interoperability between SWRMC's operational platforms, focusing on bidirectional communication between Jira and the Navy Maintenance Database (NMD), and integration with the Ship Maintenance Data Improvement Initiative (SMDII) database. This includes design, prototyping, coding, implementation, and testing.

• User Manuals, Training, and Project Documentation: Develop and refine user guides, Standard Operating Procedures (SOPs), and provide training support for the Fusion platform. This includes creating and maintaining documentation, developing training materials, and conducting training.

• Systems Analysis: Deliver systems analysis services to refine and expand capabilities for tracking and managing ship repair efforts, focusing on integration and optimization within NAVSEA Fusion Jira. This includes developing Jira workflows for ship repair tracking, Government Furnished Materials (GFM) tracking, and contract elements tracking.

• Enhanced Data Visualization: Integrate Jira with PowerBI to convert datasets into visually engaging and interpretable information for management decision-making, including seamless integration, custom dashboard development, and data visualization enhancements.

• Adherence to ITIL principles for issue resolution.

• Weekly status reports summarizing customer interactions, issues resolved, and ongoing support activities.

• Monthly status meetings and detailed reports for integration projects.

• Compliance with safety and environmental requirements (SWRMCINST 51008, OPNAV M-5100.23).

• Reporting of occupational near-mishaps, injuries, and illnesses.

• Anticipated to be performed on-site, primarily in the San Diego region at SWRMC located on Naval Station San Diego.

• Three (3) CONUS trips are anticipated.

• Security: Contractor personnel must obtain a Common Access Card (CAC) within 60 days of award or hire. Compliance with all mandated DOD, Navy, and SWRMC training requirements is required. Adherence to security directives regarding Controlled Unclassified Information (CUI) and Operations Security (OPSEC) is mandatory.

• Government Furnished Property: A government-furnished laptop will be provided.

• Applicable Documents: Numerous documents are listed as applicable, including IEEE standards, DoD and Navy directives/instructions/manuals related to information assurance, security, antiterrorism, and operations security.
