Scope of Interest
The USMC requires sophisticated analytical tools to assess its ability to conduct critical missions in complex global security environments, aligning with Force Design principles. The RFI focuses on tools and methodologies capable of modeling, simulating, and analyzing three specific mission areas:
- Secure Key Maritime Terrain: Ensuring passage through critical chokepoints, including Intelligence, Surveillance, Reconnaissance, and Targeting (ISR&T), kinetic/non-kinetic strikes, signature management, escort, Offensive Air Support (OAS), and safe passage.
- Defense of the Amphibious Ready Group (ARG): Protecting MEU/ARG from multi-domain threats such as swarms of small craft, Unmanned Aerial Systems (UAS), and Unmanned Surface/Underwater Vessels (USV/UUV).
- Persistent Attack and Fires in a High-Threat Environment: Projecting power from land- or sea-based assets into contested areas where manned aviation is restricted, involving long-range autonomous/semi-autonomous weapon systems, joint kill web enablement, and Command and Control (C2)/logistics infrastructure.
Requested Information
Interested parties must submit a Capability Statement addressing:
- Company Information: RFI Reference Number, company details (name, address, CAGE, UEI), and point of contact.
- Existing Analysis and Tool Description: Details on mission analysis tools (source, architecture, methodologies, gap identification, outputs, data shareability), existing mission analysis, and Concepts of Operations (CONOPS).
- Data and Integration: Data requirements, integration capabilities with other models/simulations/C4I, and ability to operate at various classification levels.
- Use Cases: Examples of past or current tool use by the Department of War or relevant organizations, including studies related to the three mission areas.
Response Instructions & Timeline
Responses must be submitted via DoD SAFE (unclassified/CUI) or CD ROM/DVD (unclassified/CUI or classified) by 5:00 PM EDT on Thursday, July 23, 2026. Submissions should be in Microsoft Office 2016 or Adobe Acrobat XI readable formats. Generic or brochure-like submissions are discouraged. NAVAIR may schedule one-on-one meetings.
