Eligibility & Rationale
This acquisition is being conducted under Other Than Full and Open Competition, citing FAR 6.302-1 (Only One Responsible Source). The Boeing Company (BGRC) is the sole identified source due to their unique qualifications, ownership of data rights, specialized tooling, equipment, and trained personnel. Market research confirmed BGRC as the only viable source, with other potential vendors deemed unsuitable. The government has not purchased data rights, and BGRC has declined to sell them. Reverse engineering was not considered feasible due to the ALCM's projected lifespan and the significant cost and time (estimated 3 years) required to duplicate BGRC's facilities and processes.
