• Offerors must submit a technical capability narrative, work experience submission, and pricing sheet.

• Past performance information may be considered if available.

• A Site Visit will NOT be held.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide safe, sanitary, healthy, and reliable portable latrine rental and other related services to support operations for the United States Army 11th Airborne Division and Directorate of Public Works (DPW) at Fort Wainwright, Alaska, including the Yukon Training Area and Tanana Flats Training Area.

• Rental, delivery, set-up, pumping, cleaning, refill, restock, dismantling, pickup, and relocation of portable latrines.

• Pumping and cleaning of latrine vaults, grey water containers, and black water containers/bags.

• All portable latrines must be clean, serviceable, and in complete working order upon delivery.

• Services must comply with all applicable local, state, and federal laws and regulations.

• Performance will be rated based on inspection scores; 90% or above is acceptable.

• Unacceptable performance occurs if inspection scores fall below 90% or work is incomplete.

• Contractor's acceptable performance will be rated as Satisfactory, Very Good, or Exceptional.

• Contractor's unacceptable performance will be rated as Marginal or Unsatisfactory.

• Surveillance will be conducted via 100% inspection.

• Period of Performance: One base year with three option years (June 1, 2026 - May 31, 2030).

• Place of Performance: Alaska, specifically Fort Wainwright (FWA), Yukon Training Area (YTA), and Tanana Flats Training Area (TFTA), and potentially other areas within the region.

• Contractor must provide heated, non-heated, and handicap-accessible portable latrines compliant with ADA.

• Latrines must be equipped with specific features (e.g., self-closing door, coat hook, hand sanitizer dispenser, urinal, toilet tissue dispenser).

• Contractor must obtain all necessary licenses and permits.

• Contractor personnel must maintain professional appearance and comply with all local policies.
