This solicitation is for the procurement of a Brand Name Only - New Twin Vee 280 STX Center Console Catamaran Vessel and a new tandem axle aluminum trailer. The U.S. Fish and Wildlife Service requires this vessel and trailer for their Southeast Louisiana Refuges. The acquisition will follow procedures of FAR Part 12 and use the Lowest Price Technically Acceptable (LPTA) evaluation methodology.

• Vessel: Twin Vee 280 STX Center Console Catamaran, 28' LOA, 9'6" beam, 30" transom height, 20" draft, 230-gallon fuel capacity, outboard propulsion, max 600 HP. Must be vacuum-infused all-composite construction (fiberglass and composite materials), manufactured in accordance with ABYC guidelines, and include a minimum five-year hull warranty. Specifics include twin Yamaha 300 HP outboards, hydraulic steering, navigation lights, spreader lights, and a 3-sided acrylic windshield.

• Trailer: Float-On brand aluminum tandem torsion axle trailer, rated for 7000 lb per axle, 13,500 lb GVWR, with surge brakes and electric solenoid. Must fit the specified vessel.

• Bid Requirement: Vendors must bid on both the vessel and trailer together (all or none bid). Used or refurbished products are not accepted.

• Completion Date: Boat and trailer must be completed and received by September 30, 2026.

• Contract Type: Firm-fixed price contract.

• Quote Validity: At least 60 calendar days from the RFQ closing date.

• Evaluation Factors (LPTA):

  • Technical Acceptability: Pass/Fail based on meeting all mandatory requirements.
  • Past Performance: Pass/Fail based on satisfactory performance on similar contracts and no terminations for cause/default in the past three years.
  • Price: Evaluated for reasonableness and completeness.

• Award: To the lowest-priced, technically acceptable offeror with acceptable past performance. The government intends to award without discussion.

• The solicitation is not a small business set-aside.

• Past Performance Requirement: Vendor must provide documentation of constructing a 25ft - 35ft fiberglass catamaran vessel meeting ABYC guidelines within the last 12 months, and proof of manufacturing the specified hull design for a minimum of 4 years.

• Descriptive literature, including pictures, is required to identify the proposed product and demonstrate compliance.

• Delivery or pick-up options are available. If delivery is secured, the vendor is responsible for delivery to the USFWS Southeast Louisiana Refuges Office. Sea trials will be conducted.

• The document includes numerous FAR and DIAR clauses incorporated by reference, covering topics such as business ethics, representations and certifications, small business status, duty-free entry, and electronic invoicing.
