This document is a combined synopsis/solicitation for commercial items, specifically for the lease of 4 Restorable Portable Office Space (POS) units. It serves as the only solicitation, and a separate written solicitation will not be issued. The acquisition is for commercial items prepared in accordance with FAR Subpart 12.2.

• Lease of 4 Restorable Portable Office Space (POS) units.

• Detailed requirements are provided in Attachment 1 - Statement of Work.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance: A Base Period of two (2) months, with an option to extend services for up to six (6) months, in accordance with FAR 52.217-8.

• Estimated Base Period: March 29, 2026 – May 31, 2026.

• Response Date: March 26, 2026, at 10:00 A.M. Chamorro Standard Time (CHsT).

• Quotes must be submitted electronically; mail or fax submissions will not be considered.

• Offers will be evaluated for acceptability, then based on price, and finally awarded to the technically acceptable offer representing the best value to the Government.

• Evaluation Factors: Price and Technical Acceptability.

• Technical Acceptability: Offers must clearly meet all specifications in Attachment 1 – Statement of Work.

• Price: Evaluated for completeness, reasonableness, and balance. Award may not necessarily be made to the lowest price offered.

• Quote Validity: 90 days.

• NAICS Code: 531120 – Lessors of Nonresidential Buildings (except Miniwarehouses).

• Set-Aside: 100% Small Business Set-Aside.

• Small Business Size Standard: $34,000,000.00.

• All firms must be registered and active in the System for Award Management (SAM) database.

• Quotes are due no later than March 26, 2026, at 10:00 AM ChST. Submit quotes via email to the same points of contact.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Portable Office Spaces (POS) and associated equipment for the 4th Reconnaissance Squadron at Andersen Air Force Base, Guam.

• Provide all personnel, labor, materials, transportation, and equipment for POS.

• Deliver POS and associated equipment no later than 15 days after award.

• POS must be a minimum of 2,280 square feet with at least seven office spaces (accommodating approximately 30 personnel).

• POS must include windows with typhoon shutters, overhead lighting with emergency lighting, adequate air conditioning, power receptacles, a fire extinguisher, and a 100 amp electrical service with a labeled central breaker panel.

• POS must be prewired for 110/220 volt electrical outlets and capable of accepting external commercial three-phase electrical power or a generator.

• Provide decks/steps for ingress and egress, and footings for lifting and securing the POS.

• Contractor is responsible for delivery, mobilization, and demobilization of POS, including cleanup of debris.

• Items to be delivered and ready for use within 15 days after award.

• Contractor must provide a securing mechanism to prevent damage during inclement weather or high winds.

• Contractor must follow all safety and traffic procedures on base.

• A competent, English-speaking foreman or superintendent must be present during mobilization/demobilization.

• Base Period: 29 March 2026 - 31 May 2026.

• Option to extend for 6 months.

• Location: South of Hanger 1 at Andersen Air Force Base, Guam.

• Government will provide limited manpower for setup (15 days) and teardown (15 days).

• Contractor personnel must undergo background checks and obtain badges for base access.

• In case of incidents involving damage, the Contracting Officer must be informed within 24 hours, with written details provided to the KO and command safety office.
