127EAV26R0002 (1159362) FY26 Complete Common Stand Exams (CSEs) South Sacramento  Restoration Project (SSRP) Lincoln National Forest  

The Sacramento Ranger District on the Lincoln National Forest in New Mexico requires this mission essential contract to complete Common Stand Exams (CSEs) which serves as a foundation of monitoring treatment for the Mexican Spotted Owl Management Experiment within the South Sacramento Restoration Project (SSRP). Common Stand Exams are required within the management experiment monitoring plan and Mexican Spotted Owl injunction agreement (20192020) as negotiated by the Forest Service, Fish and Wildlife Service, and Wild Earth Guardians. CSEs serving as pre and post-treatment monitoring within the South Sacramento Restoration Project, Mexican Spotted Owl Management Experiment are essential to move forward with commercial timber sales and hazardous fuels reduction treatments. Implications of completing the SSRP management experiment have potential to reach nationwide in the way treatment occur within Mexican Spotted Owl Protected Activity Centers, allowing for the possibility of more timber production. Timber production is a priority that aligns with the President's Executive Order 14225, Immediate Expansion of American Timber Production (3/1/2025) and related USDA Secretarial Memo 1078-006 (4/3/2025). 

The United States Department of Agriculture, Forest Service, intends to award a firm-fixed-price contract for common stand exam services in support of timber stand improvement related to forest health on Forest Service land. This procurement is set aside 100% for small business. There are ten (10) bid items for Intensive Common Stand Exam data collection methods which include site and growth tree information. There are 541 points to be collected in the project. The Contractor shall furnish all labor, supervision, transportation, lodging, equipment, supplies (except those designated as Government-furnished), and incidentals, to perform all work necessary to conduct stand examinations in compliance with the attached Statement of Work (SOW).   

Estimated Period of Performance: February 5, 2026-February 4, 2028 

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

This solicitation is issued as a Request for Proposal (RFP).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06 dated October 1, 2025.

This procurement is set aside 100% for small business. The NAICS code is 115310 Support Activities for Forestry with a Small Business Size Standard of 11.5M.

  3. Estimated Period of Performance: February 5, 2026-February 4, 2028
  4. Basis for Award: The evaluation will be conducted using best value tradeoff principles to determine the proposal most advantageous to the Government, considering both price and non-price factors. The Government may conduct discussions if determined to be in the Government’s best interest; however, the Government reserves the right to make an award without discussion. This acquisition will not follow all formal source selection procedures of FAR Part 15 (e.g., competitive range determinations or formal debriefings) but will utilize certain Part 15 evaluation concepts to ensure a fair and transparent process. The Offeror shall submit a technical proposal and complete the table in Section B Schedule of Items with their offered prices. Failure to provide adequate information will result in the offer not being placed in the eligibility group of technically acceptable, which will remove the offer from further consideration.
