Performance Work Statement (PWS)

To secure continued services for the Joint Analytic Real-time Virtual Information Sharing System (JARVISS) to support the U.S. Army Antiterrorism (AT) Program and other Department of Defense (DoD) users. The system provides real-time threat information sharing across the Army Enterprise and with DoD and other government partners.

This PWS outlines requirements for software license renewals, operations, maintenance, and sustainment support for the JARVISS application. Key tasks include:

• System Operations and Maintenance: Providing various user licenses (full, basic, concurrent, administrator), ensuring system accessibility across platforms (Windows, Android, iOS), maintaining system functionality, and providing 24/7 worldwide Help Desk support with defined issue resolution times.

• General System Requirements: Facilitating real-time threat information sharing, providing geo-referenced data visualization, integrating with various government and commercial databases and social media, and ensuring system security and integrity.

• System Functional Requirements: Enabling real-time threat sharing (within 90 seconds), providing collaboration tools (chat, user discovery), and managing threat information with refresh rates and data linking capabilities.

• Performance, Availability, and Reliability: Maintaining a 99% reliability rate for the system.

• Maintenance and Support: Addressing system anomalies, coordinating changes, and providing help functions.

• Training and Local System Configuration: Offering in-person and online training, developing user guides, and configuring local systems.

• Mobile Reporting Application: Technical refresh to a new platform, including features like a Mobile SOS button, Safe Corridor, and reporting for SHARP, Unsafe Conditions, and Harmful Behaviors.

• System Modification: Accommodating policy/operational changes and integrating new data sources like Automated Installation Entry (AIE) and Computer Aided Dispatch (CAD).

• Social Media Direct Alerting: Enhancing social media reporting for faster notification.

• Sand Table/Exercise Mode: Providing a segregated environment for training and exercises.

• U.S. Air Force and U.S. Space Force Support: Providing licenses and support services.

• Dashboard & Analytic Enhancements: Expanding dashboard and data visualization capabilities.

• RMF 2.0, CONMON, ECMA SaaS Registration: Ensuring compliance with cybersecurity frameworks and maintaining FedRAMP Moderate ATO and pursuing Impact Level 4 (IL4).

• JARVISS Technology Refresh: Migrating to the Everbridge CEM Platform for enhanced capabilities.

• System reliability of 99%.

• Help Desk issue resolution within 24 hours for minor issues and 3 business days for substantial fixes.

• Real-time threat sharing within 90 seconds.

• Scheduled maintenance requires 24-hour advance notification.

• Base Period: June 30, 2026 - June 29, 2027

• Option Year: June 30, 2027 - June 29, 2028

• Work to be performed primarily at the Contractor's facility, with travel to CONUS and OCONUS locations for training and configuration.

• Security: Requires at least an interim SECRET security clearance for personnel. Must handle Controlled Unclassified Information (CUI), Personally Identifiable Information (PII), and Law Enforcement Sensitive (LES) information in accordance with DoD regulations.

• Compliance: Must comply with Risk Management Framework (RMF) 2.0, FedRAMP Moderate ATO, and pursue Impact Level 4 (IL4).

• Personnel: Contractor must identify a Project Manager with a SECRET security clearance and relevant qualifications. Personnel must complete AT Level I training, iWATCH training, and other required cybersecurity and records management training.

• Deliverables: Includes Concept of Operations (CONOP), Contract Management Plan, Monthly Status Reports, Meeting Minutes, and Technical Reports.
