Eligibility & Requirements

  • Local Sources Only: All requirements will primarily be solicited to local sources in Japan through full and open competition. Local sources must be physically located and licensed to conduct business in Japan.
  • Japanese Licensing: Prospective offerors must possess a Japanese civil construction (oku isshiki koji) or architectural construction (kenchiku isshiki koji) license, verifiable via the MLIT website.
  • CMMC 2.0: Effective November 10, 2025, all solicitations and contracts issued by USACE Japan District will require Cybersecurity Maturity Model Certification (CMMC) Basic (Level 1) or higher. Vendors must be certified to be eligible for award.
  • SAM Registration: All interested companies, including joint ventures, must be registered in the System for Award Management (SAM).
  • Joint Ventures: Must satisfy local source requirements and be SAM registered.
  • Electronic Submission: The USACE Japan District uses the Procurement Integrated Enterprise Environment (PIEE) Solicitation Module for bid and proposal submissions. Vendors are advised to create PIEE accounts early.
