Purpose & Scope
The project's primary goal is to research, delineate, and monument the legislative boundary of Tract 104-01 and determine the portion of Lot 259 within the park. This involves specific survey research to determine the origin of the legislative boundary between tracts 104-01 and 104-02, evaluating unrecorded Navy survey monuments, and conducting deed research. Key tasks include evaluating field evidence, setting/recovering monuments, marking boundary lines, producing land descriptions, collecting trespass evidence, and preparing/recording a land survey plat in Guam.

Eligibility & Requirements
Firms must be actively registered in SAM.gov. Work must be performed by individuals licensed or certified in Guam. Firms must demonstrate Guam licensure/certification in the required discipline at the time of qualification submission, or be eligible to acquire it within 180 days of being notified of highly qualified status. The project staff must include a Registered Professional Land Surveyor in Guam.
Evaluation Criteria
Selections will follow Brooks Act procedures. Criteria are listed in descending order of importance:
- Primary:
- Specialized experience and technical competence in Land Surveying (past 5 years).
- Professional Qualifications (education, registration, certification, training, longevity).
- Equipment Plan (possession or capability to obtain instruments/software).
- Demonstrated knowledge of the Piti, Guam area (geography, local requirements, title/survey records).
- Capacity to accomplish the work.
- Past performance (CPARS, private industry, awards).
- Secondary (Tie-breakers):
- Geographic Proximity to Piti, Guam.
- Volume of recent awards/on-going projects (last 12 months).
Submission Requirements & Key Dates
Firms must submit an Electronic PDF Version via email by June 9, 2026, at 5:00 PM Eastern Time. Submissions by other methods will not be accepted. Required documents include:
- Letter of Interest (with prime/alternate POC).
- Validation of submittal for 180 days.
- Completed Standard Form 330 (Parts I and II for team, Part II (A-G) for each firm).
- Organization chart (key personnel, firms, disciplines, roles, licensure).
- Documentation of internal Quality Control Program.
- Additional supporting material (max 20 double-sided pages).
