Performance Work Statement (PWS)

To provide professional subject matter expertise and support to the Department of the Army's Headquarters Department of the Army (HQDA), Office of the Provost Marshal General (OPMG), Force Protection Operations (FPO) Division. This support is crucial for the development and execution of Antiterrorism (AT) and Physical Security (PS) programs.

The contractor will provide daily program and administrative support, including:

• Development of OPMG and FPO Division requirements.

• Program reviews and compliance initiatives.

• Task actions, planning meetings, research, and development of systems and tools.

• Policy and doctrinal input.

• Training support and material development.

• Program oversight and development of awareness/outreach products.

• Subject matter expertise for all deliverables.

• Support for the Army's Annual Protection Training Seminar, including agenda development and technical presentations.

• Management and maintenance of FPO task tracking and reporting systems.

• Development and updating of communication plans, standard operating procedures, and awareness products.

• Support for strategic plan development, assessments, program reviews, and information sharing initiatives.

• Resource management and budgeting support for AT/PS programs.

• Coordination and execution of the annual Army Protection Training Seminar.

• Support for modernization efforts in physical security technology, access control systems, and intrusion detection systems.

• Assistance with policy development and publication support.

• Contractor must develop and maintain an effective quality control program.

• Performance will be evaluated by the Government per the Quality Assurance Surveillance Plan.

• Deliverables include Monthly Status Reports, Task Management and Quality Control Plans, various strategy and communication documents, and seminar proceedings.

• Period of Performance: One (1) Base Year (12 months) and four (4) 12-month option periods.

  • Base Year: March 29, 2027 – March 28, 2028
  • Option Years extend through March 28, 2032.

• Place of Performance: Primarily at the FPO Division in the Pentagon (Washington D.C.), with potential for authorized alternate locations.

• Security: Personnel require a minimum Interim Top Secret clearance. Access to Controlled Unclassified Information (CUI) and up to Top Secret information. Common Access Card (CAC) required. Compliance with FAR 52.204-2 and DoWI 5200.48.

• Personnel Qualifications: Specific experience required for Program Manager, Senior Security Analysts, Security Analysts, Resource Management/Program Analyst, and Multi-Media Support roles, including degrees and years of relevant experience.

• Training: Mandatory training includes AT Level I Awareness, OCONUS Awareness, iWATCH, AVS, OPSEC, CUI, Cyber Awareness, and CIAR. Specific security-related courses may be required.

• Contract Type: Anticipated to be Firm Fixed Price for services with Cost No Fee Reimbursement for Other Direct Costs (ODCs).

• Travel: Contractor may be required to travel CONUS/OCONUS and within the NCR. All travel is Cost Reimbursement – No Fee.

• Reporting: Contractor labor hours must be reported via SAM.gov.

• Data Rights: Government has unlimited rights to all documents and materials produced under the contract.
