Project Description
Project P034 involves the provision of four earth-covered Type H/II Box Magazines, the relocation of the existing perimeter fence line, and the construction of a new Entrance Control Facility (ECF) at the West Loch Naval Magazine Annex. The project also includes the installation of two new 11.5kV - 208V transformers and the specified AVBs at the new ECF to enhance physical security.
Rationale for Sole-Source Procurement
Electric Meters (Shark 270):
- System Compatibility: The existing Advanced Metering Infrastructure (AMI) system is only compatible with Electro Industries/Gauge Tech meters, preventing integration of other manufacturers' devices.
- Standardization: Essential for uniformity, familiarity, and availability of replacement parts.
- Data Integration & Warranty: Integrating non-standard devices would lead to significant costs, integration failures, and risk the existing AMI system warranty and billing integrity.
- Cybersecurity: Non-standard devices would require complex and uncertain cybersecurity accreditation modifications.
- A sources sought notice on SAM.gov (October 26, 2023) yielded no alternative options.
Active Vehicle Barriers (RSSI RSS-2000N or Gibraltar G-2000N):
- Regulatory Compliance: These specific AVB systems are required to comply with Unified Facilities Criteria (UFC) 4-022-02, CNIC PSS AVB Baseline, and NAVFAC AVB Capability Baseline.
- Authorized Equipment List (AEL): They are listed on the NAVFAC AVB AEL, CNIC PSS AVB AEL, and DoD Anti-Ram Vehicle Barrier List.
- Sustainment: Using unapproved systems would result in a lack of sustainment and maintenance under the CNIC Global Sustainment Contract (GSC).
- A sources sought notice on SAM.gov (October 15, 2024) received responses, but proposed alternatives were not on the required AELs.
