- Warfare Analysis Submissions outside these specific areas may also be considered if they present novel capabilities for naval enhancement. The BAA covers basic research, applied research, advanced technology development, and advanced component development and prototypes.
Contract Details
Awards may be made as procurement contracts, grants, cooperative agreements, or Other Transaction (OT) agreements. The funding level for individual awards is not predetermined and will depend on proposal quality and fund availability. NAWCAD reserves the right to fund all, some, or none of the proposals. No funding is provided for proposal development costs.
Eligibility & Set-Aside
All responsible sources are eligible, including academia, businesses (large and small), non-profits, and foreign entities. Historically Black Colleges and Universities (HBCUs), Small Businesses, Small Disadvantaged Businesses, and Minority Institutions (MIs) are encouraged to submit. There are no small business set-asides. Non-traditional defense contractors are also eligible. Proposers must be registered in the System for Award Management (SAM).
Submission & Evaluation
This is a two-phased process:
- Phase I: White Paper: Due by June 22, 2026, 5:00 PM Eastern Time. White papers must address specific Research Opportunity Areas of Interest. Submissions are evaluated quarterly.
- Phase II: Full Technical/Cost Proposal: By invitation only for those selected from Phase I. Only white papers deemed of particular value to the Navy will be invited to Phase II.

This announcement is open until June 22, 2026. NAWCAD will not issue paper copies. Proposals will be treated as sensitive competitive information. Relevant NAICS codes include 541713, 541714, and 541715.
