Justification for Sole Source
This procurement was justified under 10 U.S.C. 3204(a)(1), citing Northrop Grumman Systems Corp. as the only responsible source. The existing contract ceiling was depleted earlier than anticipated due to evolving requirements. NGSC possesses the necessary specialized engineering knowledge, familiarity with the Technical Data Package (TDP), and testing infrastructure required for uninterrupted SEWIP Block 3 Design Agent functions. Awarding to any other source would result in an unacceptable delay of at least eighteen months, impacting Navy schedules and critical system improvements.
Efforts to Ensure Competition
Despite the sole-source award, efforts were made to explore competition, including:
- A waiver for RFI/Sources Sought Notice (SSN) was approved.
- Responses to an SSN for the upcoming SEWIP Family of Systems (FoS) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC) were considered.
