• Item 0003: 12,000 LB of Cheddar Cheese (U.S. Grade AA or A), Type I, Style A, B, D, or K (loaf, shredded coarse). Specific moisture and milk fat content requirements apply. Packaging in 5 lb to 40 lb sealed bags or containers. Documentation of Certificate of Analysis (COA) required at delivery. Photos are required with bid; samples may be requested.

• Item 0004: 12,000 LB of Low-moisture Mozzarella, Part-skim Mozzarella. Type I, II, III, or IV. Style A (Block/loaf, frozen) or Style B (Shredded, IQF) or Style J (Sliced or Diced). Specific milk fat and moisture content ranges apply. Packaging of primary container: 5 lb to 40 lb sealed bags or containers. COA required at delivery. Photos are required with bid; samples may be requested.

This document is a solicitation for the FY26 3rd Quarter Food Additional Subsistence Bid and other food-related items for the Federal Correctional Complex (FCC) in Victorville, California. It provides general information regarding quotation submission.

• Bidders must quote items that can be delivered and meet the required specifications exactly as provided.

• No "pen changes" or substitutions will be considered for award.

• Any deviation from specifications may result in exclusion from award.

• All deliveries must be palletized.

• Non-frozen, perishable foods must be delivered between 34°F and 40°F.

• Frozen foods must be delivered at 0°F or below; any product showing signs of thawing will be refused.

• Certified Religious Diet items must be marked accordingly or will be refused.

• Items must comply with BOP National Menu Specifications. Contractors must obtain these specifications prior to quoting.

• Items will be closely inspected, and receipt may be conditional for up to three days for examination and testing.

• The anticipated delivery date for awarded items is on or before April 15th, 2026.

• Payment will be made via Electronic Funds Transfer (EFT) through a Purchase Order.

• Quotations must be received no later than the posted date on the solicitation.

• Evaluation will be based on the following factors, in descending order of importance:

  1. Past Performance
  2. Ability to deliver items as per specification and time/delivery requirements
  3. Cost/Price

• Past performance will consider delivery history and any Performance Alerts.

• This solicitation includes FAR 52.212-5 for Commercial Items.

• Contractors must be registered in the System for Award Management (SAM) at www.sam.gov.

• Contractors must complete representations and certifications via ORCA at https://www.orca.bpn.gov.

• Include your Unique Entity Identifier (UEI) number with your quotation.

• Include a contact phone number and email address for award notifications.

• Failure to deliver within the specified date range may result in awarding to the next lowest vendor.

• Items that fail to meet specifications will be refused and must be picked up by the vendor at their expense within two weeks of notification. Failure to pick up will result in disposal by warehouse staff.
