This document is a Fair Opportunity Proposal Request (FOPR) for the renewal of five Brand Name Only (BNO) Adobe Cold Fusion (12-month) licenses, as required by Headquarters Air Mobility Command (HQ AMC)/FMFN. • Renewal of five BNO Adobe Cold Fusion (12-month) licenses.

• Delivery of the BNO Adobe Cold Fusion software.

• Award will be a single, Firm-Fixed Price (FFP) delivery order.

• Delivery Date: 30 March 2026.

• Award will be made on a Lowest Priced Technically Acceptable (LTPA) basis.

• Proposals must conform to all FOPR requirements, including terms, conditions, representations, and certifications.

• The Government will rank proposals from lowest to highest price and then evaluate the lowest priced proposal for technical acceptability.

• A proposal is technically acceptable if it meets all FOPR requirements and the contractor can deliver the licenses by 30 March 2026.

• The Government may conduct interchanges to clarify proposals or establish adequate price competition.

• Proposals must be submitted via email to Ms. Emily Gebke (emily.gebke@us.af.mil) and Ms. Tonya Hughes (tonya.hughes.2@us.af.mil) no later than 11:45 A.M. Central Standard Time (CST) on 30 March 2026.

• Proposals are valid for 90 days.

• This FOPR is for Contract Holders on the DISA JELA IV Agency Catalog for Adobe Cold Fusion.

• Three attachments are included: Information and Pricing Worksheet/Delivery Schedule (Attachment 1), Provisions and Clauses (Attachment 2), and Redacted Justification for an Exception to Use Brand-Name Restriction (Attachment 3).

• Offerors are advised that technical data submitted may be released to a non-Government advisor for review, with company information and pricing redacted.

• This FOPR does not obligate the Government for any costs incurred in proposal development.
