• Includes firm details, ownership, small business status, employee disciplines, and profile of experience and revenue for the last 5 and 3 years.

Solicitation / RFP / RFQ

This is a Synopsis/Request for Qualifications (RFQ) for Architect-Engineering (A-E) services within 125 miles of Arnold AFB, TN. The U.S. Air Force is seeking to contract with a multi-disciplined A-E firm to provide services through a Firm-Fixed-Price (FFP) Single Award (SA) Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The contract ceiling is anticipated to be $50,000,000.00, with a minimum guarantee of $1,000.00. Task orders will typically range from $25,000 to $3,000,000.

The A-E services required include, but are not limited to, engineering studies, investigations, tests, evaluations, consultations, drawings, renovations/repair projects, new construction, project definition documents, value engineering studies, environmental permit applications, geotechnical reports, construction phase support, and facility condition assessments. The work will be performed at the Arnold Engineering and Development Complex (AEDC) at Arnold AFB, TN.

• Contract Type: Firm-Fixed-Price (FFP) Single Award (SA) Indefinite Delivery/Indefinite Quantity (IDIQ)
• Ordering Period: Base year plus seven (7) option years
• Contract Ceiling: Maximum $50,000,000.00
• Minimum Guarantee: $1,000.00

This is a competitive selection process based on qualifications. Firms will be evaluated on five factors:

1. Specialized Experience and Technical Competence (SF330, Part I, Section F)
2. Past Performance (SF330, Part I, Section H)
3. Professional Qualifications (SF330, Part I, Section E)
4. Professional Capacity (SF330, Part I, Section H)
5. Geographic Location (SF330, Part I, Section C) - Must be within 125 miles of Arnold AFB, TN.

Small business participation will be used as a tie-breaker.

This acquisition is for Full and Open Competition. The North American Industry Classification System (NAICS) code is 541310, with a small business size standard of $12,500,000.00.
