This wage determination is crucial for bidders to accurately calculate labor costs for their proposals. Contractors must ensure that all service employees working on the contract are paid at least the minimum wage rates and provided the specified fringe benefits listed herein. Failure to comply can result in violations of the Service Contract Act.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services to procure mold removal and remediation services for the Air Force Life Cycle Management Center (AFLCMC) at Maxwell-Gunter Annex, AL. The government is soliciting "open market" offers only; GSA or GWAC quotes will not be considered. This requirement is a 100% small business set-aside, meaning only offers from small businesses will be reviewed.

• The core requirement is mold removal and remediation for Building 856, Rooms 112, 117, and 207.

• Offerors must provide a detailed remediation plan outlining their technical approach to safe containment and removal of mold, meeting minimum requirements outlined in the Statement of Work (SOW), specifically paragraphs 2 and 7-15.

• Offerors must provide documentation demonstrating that all key personnel possess current, relevant mold remediation certifications as per SOW paragraph 6.

• Offerors must propose a realistic service start date.

• A firm-fixed-price award will be made.

• Offers must be complete, self-sufficient, and respond directly to the solicitation requirements.

• Prices must be held firm for 30 calendar days from the offer receipt date.

• A site visit is scheduled for Tuesday, April 28, 2026, at 10:00 AM CDT at Maxwell-Gunter Annex. Attendees must meet at the Maxwell Blvd Gate, Visitor's Center at Maxwell AFB, AL at 09:00 AM CDT to receive visitor passes. Names of attendees must be submitted by Friday, April 24, 2026, at 03:00 PM CDT.

• All pertinent questions must be submitted by email no later than April 30, 2026, by 01:30 PM CDT.

• Award will be based on technical acceptability and price (best value acquisition).

• Technical acceptability will be evaluated on a pass/fail basis for the remediation plan and personnel certifications.

• Price reasonableness will be determined using various techniques.

• This requirement is a 100% Small Business Set-Aside.

• Contractors MUST BE REGISTERED AND ACTIVE in the DoD Systems for Award Management (SAM) database at the time of offer submission to be eligible for award.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for mold abatement, remediation services, and ceiling repair at the Air Force Life Cycle Management Center (AFLCMC).

• The contractor shall provide all labor, services, tools, materials, equipment, transportation, and supervision for mold abatement and remediation.

• This includes the removal of mold-contaminated materials, cleaning and treatment of affected areas with EPA-registered disinfectant, and application of a mold inhibitor.

• Specific areas for remediation include furniture, carpet, and ceiling tiles/grids in Rooms 112, 117, and 207 in Bldg. 856.

• The contractor must minimize impact on building occupants and construction dust.

• Daily cleaning and disposal of construction debris are required.

• All work must be completed in accordance with industry standards, applicable safety regulations, and government contract specifications.

• Surfaces abated must be wiped with an EPA-registered disinfectant and coated with a mold inhibitor.

• A mold protocol will be prepared for review prior to work commencement.

• Contractor must submit product data sheets and safety data sheets for all chemicals used.

• A project schedule indicating work activities and completion dates must be submitted.

• Place of Performance: AFLCMC, Bldg. 856, 201 E. Moore Drive, Montgomery, AL 36114.

• Performance Period: All work must be accomplished within 60 calendar days.

• Operational Coverage: Normal business hours are 7:00 am to 4:30 pm, Monday through Friday, excluding federal holidays.

• Contractor and all subcontractors must hold current certifications in mold abatement and remediation.

• Contractor must provide proof of qualifications, insurance, OSHA certifications, and any applicable State certifications.

• Supervisory personnel must be a qualified competent person as defined by OSHA, with completed OSHA mold abatement and remediation training.

• General requirements include PPE, awareness training, infection control, and proper warning signs.

• Disposal of waste materials must comply with regulations, with a focus on minimizing dust spread.

• Fire alarm/fire suppression system components must be protected; removal requires a licensed NICET II or higher technician.

• Contractor must comply with installation access, security, traffic, and controlled/restricted area regulations, including obtaining base identification and vehicle passes.
