The 42d Contracting Squadron is conducting market research to identify potential sources capable of providing a complete, turnkey audio-visual (AV) system upgrade for Baker Auditorium and expanding AV capabilities into the adjacent Heritage Room at Cairns AAF, Fort Rucker, AL. The government requires a contractor to engineer, de-install existing equipment, furnish, install, and integrate a modern, non-proprietary AV solution.

• Multi-zone audio/video management

• Secure briefing isolation capabilities

• User-friendly control for local presentations and Unified Communications (UC) events (e.g., MS Teams)

• Full scope of work detailed in the attached draft Statement of Requirements (SOR)

• This is a sources sought synopsis only; a solicitation does not currently exist. Do not submit proposals.

Statement of Work (SOW) / Performance Work Statement (PWS)

To upgrade and expand the audio-visual (AV) system in the Baker Auditorium and the adjacent Heritage Room at Cairns AAF, Ft Rucker, Alabama. The goal is to replace outdated, proprietary equipment with a modern, non-proprietary system that is user-friendly, secure, and supports Unified Communications (UC).

Baker Auditorium AV System Upgrade:

• De-installation of existing AV equipment (Crestron controller, speakers, amplifier, projector, screen).
• Installation of a new short-throw laser projector (4K resolution, 5,000+ lumens).
• Installation of a new 12ft electric projector screen.
• Upgrade of the audio system including non-proprietary in-ceiling speakers, amplifier, flush-mount microphones, and a dual-channel wireless microphone system (e.g., Shure QLX-D or Sennheiser EW-DX).
• Installation of a speaker prompt TV (~55”-65”).
• Installation of a PTZ camera with AI-powered presenter auto-tracking (1080p minimum, 20x optical zoom).
• Implementation of a new AV-over-IP control system (e.g., QSC Q-SYS Core Nano) with a dedicated touch screen controller for multi-zone management and secure isolation.
• Integration of Government-furnished equipment (wireless mic receiver, DVD/Blu-ray player, Apple TV, PCs).
• Unified Communications (UC) and streaming integration via USB AV bridging for a primary host PC and a secondary streaming PC.
• Ensure system architecture is VTC-ready for future codec integration.

Heritage Room (Hover Hole) AV Expansion:

• Route Baker Auditorium's presentation feed (video and audio) to the two existing TVs in the Heritage Room via AV-over-IP or HDBaseT.

• Integrate existing soundbars and subwoofers with local control.

• Provide secure isolation capabilities for the Heritage Room.

• Include local input selection for an existing Apple TV and a secondary PC.

• All work must comply with NEC, UFC, and AVIXA/INFOCOMM standards.

• 'Or Equal' substitutions must meet or exceed technical specifications and offer seamless integration with the primary control system.

• Equipment must be brand new, professional/commercial grade, and compliant with Section 889 of the NDAA.

• Core AV system functionality must be perpetual, without recurring software subscriptions.

• Location: Baker Auditorium and Heritage Room, Building 30137, Cairns Army Airfield, Ft Rucker, Alabama.

• Period of Performance: 90 days from contract award.

• Installation requires fire-stopping, damage restoration, and electrical safety compliance.

• Cabling must be Shielded CAT6A (plenum-rated where required), neatly dressed, and labeled.

• Contractor shall provide a minimum of two (2) hours of on-site training for Squadron personnel.

• A comprehensive "System Hand-Off Package" (physical binder and digital copy) is required, including uncompiled source code, system credentials, as-built diagrams, equipment inventory, and quick start guides.

• Contractor shall provide all OEM standard commercial warranties.

• Fixed camera for audience view.

• Heritage Room 4.1 sound system.

• Microphone array upgrade.

• Video windowing processor.

• New equipment rack.
