This procurement is for scheduled certificated U.S. airlines to provide passenger transportation services, Government-wide, for over 16,000 domestic/international airport or city pairs. The requirement-type contracts will be for one year beginning October 1, 2025, plus one 2-month option period and one 1-month option period. The contracts are for the movement of passengers and are used by almost all Federal Agencies and various other authorized users. Travel agent services will not be solicited under this solicitation. Prior to award, air carriers must be approved by the Department of Defense (DOD), as well as have the appropriate Federal Aviation Administration certification. Carriers who are otherwise eligible must also participate in the Civil Reserve Air Fleet (CRAF) program or receive a Letter of CRAF Technical Ineligibility from the United States Transportation Command (USTRANSCOM). For information regarding the CRAF program, call the DOD Commercial Airlift Division at (618) 229-4801.
