This is a combined synopsis/solicitation for commercial services to procure Mold Removal and Remediation services for the Civil Air Patrol (CAP) at Maxwell Air Force Base, AL. The government is soliciting "open market" offers only; GSA or GWAC quotes will not be considered. This requirement is a 100% Small Business Set Aside, meaning only offers from small businesses will be reviewed.

• Mold Removal and Remediation services for Bldg. 714.

• Offerors must provide a detailed remediation plan outlining their technical approach to safe containment and removal of mold, meeting minimum requirements outlined in the Statement of Work (SOW), specifically paragraphs 4 and 3.1-3.8.

• Key personnel providing services must possess current, relevant certifications in mold remediation, specifically IICRC SF520 Mold Remediation Specialist Certified, as per SOW paragraph 7.

• A firm-fixed priced award will be made.

• NAICS Code: 562910; Size Standard: $25M.

• Offers must be complete, self-sufficient, and respond directly to the solicitation requirements.

• Offerors must identify any exceptions to terms and conditions with rationale.

• Prices must be held firm for 30 calendar days from the receipt date.

• A site visit is scheduled for Tuesday, June 23, 2026, at 10:00 AM CDT. Attendees must submit names and required documentation by Monday, June 22, 2026, at 12:00 PM CDT.

• All pertinent questions must be submitted via email by Thursday, June 25, 2026, by 01:30 PM CDT.

• Award will be based on technical acceptability and price (best value acquisition).

• Technical acceptability will be evaluated on a pass/fail basis for Mold Remediation Services and Certifications.

• For technically acceptable offers, a best value selection will be based on price.

• 100% Small Business Set Aside.

• Contractors MUST BE REGISTERED AND ACTIVE in the DoD Systems for Award Management (SAM) database at the time of offer submission.

• Interested parties must include discount terms, tax identification number, cage code, and Unique Entity Identifier (UEI).

• This announcement constitutes the only solicitation; a written solicitation will not be issued.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide mold abatement, remediation services, and ceiling repair for CAP-USAF Bldg. 714 at Maxwell AFB, Montgomery, AL.

• Furnish all labor, services, tools, materials, equipment, transportation, and supervision for mold abatement and remediation.

• Contractor and subcontractors must hold current certifications in mold abatement and remediation.

• Work must comply with industry standards, safety regulations, and government specifications.

• All abated surfaces must be wiped with an EPA-registered disinfectant and coated with a mold inhibitor upon completion.

• Contractor shall submit product data sheets and safety data sheets for all chemicals prior to work commencement.

• A mold protocol will be provided prior to work commencement.

• Contractor shall submit a project schedule.

• Removal and remediation of building materials with visible mold growth, excessive water saturation, or moisture intrusion.

• Evaluation and potential removal/replacement of furniture, ceiling tiles, or unattached fixtures.

• Contractor shall NOT remove carpet flooring or disturb paint during decontamination and cleaning.

• Cleaning and treatment of opened wall and ceiling cavities with disinfectant and mold inhibitor.

• HVAC system inspection, source removal cleaning (ductwork, air handler units, coils, drain pans, registers).

• Fine particle and surface cleaning using HEPA vacuums and EPA-approved antimicrobial solutions.

• Daily cleaning and disposal of construction debris.

• Post-remediation verification including air testing and moisture level checks.

• Place of Performance: CAP-USAF Bldg. 714, 105 S Hansell St, Montgomery, AL 36112.

• Performance Period: All work to be completed within 20 calendar days.

• Operational Coverage: Monday-Friday, 8:00 am to 4:30 pm. Weekends available upon coordination.

• Contractor Qualifications: Must be certified in mold remediation (IICRC SF520 Mold Remediation Specialist), possess necessary expertise, and provide proof of qualifications, insurance, and OSHA certifications.

• Supervisory personnel must be a qualified competent person as defined by OSHA.

• Personal Protective Equipment (PPE) and health/safety measures for mold exposure must be addressed.

• Work areas with mold must be sealed and marked with appropriate warning signs.

• Coordination required for dumpster placement and waste disposal.

• Contractor is responsible for security of on-site storage areas.

• Contractor shall not disturb electrical or communications facilities; notify COR 24 hours in advance if removal is required.

• Materials removed will be designated salvageable or unsalvageable by COR.

• All hazardous wastes must be separated and handled according to the Environmental Protection Statement.

• Fire protection systems must be protected from damage; licensed NICET II or higher technician required for removal/reinstallation of fire alarm system components.

• Security Requirements: Contractor must notify the contracting officer 30 days before on-base performance, providing employee details, contract information, and performance locations.

• Installation Access: Obtain base identification and vehicle passes as required. Contractor personnel must wear identification badges.

• Vehicle Inspections: Commercial vehicles subject to inspection at designated gates.

• Controlled/Restricted Areas: Comply with relevant directives if unescorted entry is required.

• Reporting Requirements: Comply with AFI 71-101; report security threats.

• Traffic Laws: Comply with base traffic regulations.

• Cellular Phone Policy: Prohibited while operating a vehicle; hands-free devices authorized.

• Wireless Electronic Devices: No unauthorized IT systems or networks.

• Firearms and Ammunition: Prohibited on Maxwell AFB/Gunter Annex.
