FY26 Club Concessionaire at Moron AB

This is a combined synopsis/solicitation for commercial products or commercial services. It is prepared in accordance with the Non-Appropriated Fund Standard Clauses, supplemented by additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested The solicitation document and incorporated provisions and clauses are those in effect through Non-Appropriated Fund Standard clauses for commercial acquisitions (May 2024).

The Government is not responsible for any costs incurred or associated with preparation and submission of an offer in response to this solicitation. NO OFFERORS WILL BE COMPENSATED FOR SUBMITTING AN OFFER.

The 496 Air Base Squadron, Base Operations Support Section, Morón Air Base, Spain, is soliciting a requirement for FY 26 Club Concessionaire in accordance with the attached Performance Work Statement (PWS).  This procurement is in accordance with Non-Appropriated Fund Standard clauses for commercial acquisitions (May 2024). This procurement will be conducted as a Full and Open Competition. Award will be made to the lowest priced, responsible Offeror whose offer conforms to all solicitation requirements, such as terms and conditions, representations and certifications, and technical requirements.

The contractor is not required to attend a site survey, but it is strongly recommended. The Contractor shall provide all management, labor, tools, supplies, material, equipment and transportation to include all applicable licenses and permits necessary to provide services. Dumpsters, storage units and equipment shall be provided by the Contractor, if required. All services will be performed in a manner that will assure safe, timely, and professional completion. Additionally, all work performed herein shall comply with all applicable federal, state, and local laws, regulations, ordinances, and standards related to environmental matters. Award will be made to the offeror submitting the most advantageous offer to the Government on a lowest-price technically acceptable basis.

*** Important Information to Consider ***

Prospective vendors MUST be able to provide and facilitate this service during the week of 17 January 2026 to 16 February 2026 for the base period.  The required performance dates for the subsequent option periods will be determined at the time the option is exercised.  

Please submit a quote that adheres to the requirements found in the attached PWS for a base period and three (3) one month option periods.  A sample CLIN structure as follows:

CLIN 0001 - Base Period

CLIN 1001 - Option Month 1

CLIN 2001 - Option Month 2

CLIN 3001 – Option Month 3

The accelerated timeline for this combined synopsis/solicitation is to allow the awardee enough time to process country clearance requirements and any additional base access requirements.  

*** Important Information to Consider ***

Site survey scheduled at Club Andaluz, Moron Air Base for 15 December 2025 at 1000. Contractor not required to attend, but it is highly recommended.

Contractors interested in attending the site survey must RSVP by 11 December 2025 no later than 2:00PM.
