FY26 Columbus Laundry and Linen

Request for Information (RFI) / Sources Sought Notice (SSN)

This notice is issued by the Defense Health Agency (DHA) for market research to identify qualified businesses capable of providing laundry services for the 14th Medical Group (14 MDG) at Columbus Air Force Base (CAFB), Mississippi. This is for informational and planning purposes only and is not a solicitation or request for proposals. The Government is not obligated to award a contract based on this notice.

The 14 MDG requires pickup, linen receipt/weight verification, laundering, packaging, and delivery of government-owned medical linens. The estimated annual workload is approximately 3,356 pounds (est. 5,290 pieces) of linen.

• Provide all labor, equipment, and supplies for laundry services.

• Pickup soiled linens from 14 MDG Columbus Medical Group, 201 Independence Dr, Columbus AFB, MS.

• Verify linen weight at pickup.

• Launder linens according to applicable standards, including OSHA Bloodborne Pathogen Standard: 1910.1030, with washing at a minimum of 71C (160 F) for 25 minutes with detergent.

• Specific laundering requirements and methods of finish are detailed for various linen items (e.g., blankets, scrubs, towels).

• Fabric specifics include 100% Cotton for blankets and hand towels, 100% Polyester for curtains, 65% Polyester/35% Cotton for scrubs, and 86% Cotton/14% Polyester for bath towels.

• Clean linens must be packaged and delivered to 14 MDG (Bldg.) at CAFB.

• Maintain separate containers for dirty and clean linen.

• Use plastic bags/wrapping that completely cover the linen.

• Comply with the Infection Control Linen Facility Inspection Checklist.

• Maintain a water temperature log for loads containing 14 MDG linens.

• Pickup and delivery of items every Tuesday and Thursday.

• If a holiday falls on a scheduled day, pickup/delivery will occur on the preceding workday.

• Pickup and delivery location: Columbus Medical Group, 201 Independence Dr, Columbus AFB, MS.

• Delivery hours: Monday through Friday, between 0800 and 1500.

Performance Work Statement (PWS)

This PWS outlines the requirements for non-personal laundry and linen services to support the Columbus Medical Group at Columbus Air Force Base (AFB), Mississippi. The objective is to ensure all linen used by the clinic is cleaned according to current state and federal requirements, maintaining a system of records for control and accountability.

• Provide all personnel, equipment, supplies, and services for bulk laundry and linen services.

• Pick-up, properly pack, launder, and deliver documented quantities of items.

• Services include but are not limited to laundry and dry cleaning of various textiles.

• Services must meet generally accepted industry standards for quality, cleanliness, finish, and appearance.

• Items must be clean, free from visible dirt, debris, dampness, offensive odors, mildew, and chemical residue.

• All bundled articles must be sealed in shrink-wrapped sanitary plastic film.

• Specific performance thresholds are detailed in Attachment 1, including timely pick-up/delivery, correct quantities, customer complaint limits, and turnaround times.

• Period of Performance: April 1, 2026 – March 31, 2031 (base year plus four option years).

• Place of Performance: Columbus Medical Group, 201 Independence Dr, Columbus AFB, MS.

• Contractor must establish and maintain a Quality Control Plan (QCP).

• Contractor personnel must present a neat appearance and be easily recognized.

• Contractor must comply with infection control standards (CDC, DHA-PM, OSHA).

• Contractor must provide and maintain linen carts, distinguishing clean and dirty carts by color.

• Specific requirements for handling unserviceable articles, repairs, and lost/damaged items.

• Contractor must comply with base entry procedures and security requirements.

• Contractor must report labor hours via SAM.gov.

• Government will provide loading dock, inside area for loading/unloading, and one serviceable laundry cart.
