FY26 D85 Prisoner Van Emergency Gear Outfitting

This solicitation is for the outfitting of a 2024 Ford Transit 350 van (Tag No. G43-B4129, VIN ending in B18744) for the U.S. Marshals Service, Eastern District of Washington. The van will be used for transporting prisoners between facilities and the courthouse. The existing vans are not equipped for these transports and require additional security features.

• Vehicle Outfitting: Provide material and labor to outfit the specified 2024 Ford Transit 350 van.

• Security Partitions: Install one partition behind the driver/passenger seats with specific tinting (35% visibility from driver to passenger, no visibility from passenger to driver). Install a second HAVIS partition/compartment for the first row of seats to separate prisoners.

• Security Caging: Install metal security caging for all rear cabin windows. This includes removal of the first-row passenger seat if necessary for driver safety and potentially multiple caged separations for male/female or separatee prisoners.

• Rear Door Modifications: Remove/block rear door emergency exit equipment.

• Emergency Lighting & Sirens: Provide and install emergency lights and sirens compliant with Washington State RCW 46.37.320 standards (red and blue colors, visible from over 500 feet). This includes Visor/Dash Lights, Grill Lights, Hide-A-Way, Rear Deck Light, Rear Lights, and Side lights. The siren must have a minimum 100-watt speaker and a remote handheld microphone controller with specific switch functions.

• HAVIS Side Step: Install a manual HAVIS "side step" with a weight capacity of at least 350 lbs.

• Window Tinting: Add tint to the front windshield (6-inch strip, no more than 35% light reduction) and front driver/passenger windows (allowing more than 24% light in).

• Prisoner Transport Door Lock: Install a lock option for both the rear door and passenger side sliding door to accommodate a padlock (HAVIS P/N PT-A-914 or compatible).

• Interior Modifications: Remove USB outlets, rear cabin seat belts, and rear cabin headrests/hook attachments. Deactivate rear cabin airbags if capable. Remove inside door handles in the secure portion or activate child safety locks.

• Radio & Power: Install a "Kill Switch" or battery timer for the radio system. Install a 1400W or higher inverter. Install regular and GPS antennas for Motorola APX7500, including brackets, harness, and wiring.

• Law Enforcement Sensitive: Mount siren control box, radio control handsets, and radio decks according to specific placement requirements. Emergency lights and radios are to be wired "hot".

• Contract Type: Firm Fixed Price.

• Period of Performance: Work to be completed within 60 days of the notice of award. The base period of performance is 03/16/2026 - 03/15/2027.
