Purpose & Objectives
The DoW, as the Executive Agent for EMWN, aims to consolidate its warning and notification capabilities. The Secretary of War has directed the implementation of a unified system compliant with DoW policies and federal regulations. This RFI serves to:
- Provide industry an overview of current EMWN capabilities and performance requirements.
- Enable industry to understand DoW's operational needs.
- Solicit feedback on efficient, cost-effective, and innovative approaches.
- Obtain Rough-Order-of-Magnitude (ROM) cost and schedule data for Commercial Off-the-Shelf (COTS) solutions.
Key Requirements / Scope
The desired EMWN solution must:
- Encompass comprehensive services and tools.
- Support approximately 4 million primary subscribers and their dependents.
- Be a COTS solution hosted in a FedRAMP-approved Impact Level 5 (IL5) cloud environment.
- Include a Network Alerting System (NAS) for email/text/desktop notifications and a Telephone Alerting System (TAS) for calls and SMS.
- Provide 99.95% system availability and comply with DISA STIGs, Army directives, and FISMA regulations.
- Feature a mobile application and a workstation agent.
- Support various notification methods: email, SMS, phone calls (including text-to-speech), desktop pop-ups, and potentially external modalities.
- Offer 24/7/365 US-based help desk support.
