Scope of Work & Requirements
The DoW currently uses disparate EMWN products and seeks a unified Commercial Off-the-Shelf (COTS) system. The solution must be hosted in a FedRAMP-approved Impact Level 5 (IL5) cloud environment and support 4 million primary subscribers (with capability for 4-12 secondary subscribers each, totaling up to 48 million secondary subscribers via phased migration).
Key functional requirements include:
- Network Alerting System (NAS) for email, text, and desktop notifications.
- Telephone Alerting System (TAS) for calls and SMS.
- Mobile Application for iOS and Android, featuring location-based and attribute-based notifications. The core application database may not collect or retain subscriber location data, though temporary in-memory data for real-time geofencing is permissible.
- System Availability: 99.95%.
- Security & Compliance: Adherence to DISA STIGs, Army directives, FISMA regulations, and DoDD 8140. A new Authority to Operate (ATO) is expected for the solution.
- Support: 24/7/365 US-based help desk.
- Interoperability: API for CAP messages and integration with existing Giant Voice/Indoor Voice systems.
- Reporting: Dashboard and custom report generation capabilities.
