Purpose & Scope
This is a Sources Sought announcement to aid in developing an acquisition approach; it is not a Request for Proposal (RFP). The government requires the execution of small-scale construction design-build efforts for bases of operations for foreign national security forces, as authorized by 10 U.S.C. § 284(c)(1)(B).
Specific projects include:
- Croatia (Zagreb): Renovation and upgrade of seven classrooms at the Ministry of Interiors Police Academy.
- Kosovo (Lipjan): Design and construction of a two-story, 1200 sqm training facility for drug investigative units and drone operations.
- Poland (Legionowo): Design and construction of a new single-story (minimum 570 SM) simulated illicit drug production facility at the Police International Training Center.
All projects require the use of local national labor and compliance with Host Nation building codes and environmental regulations. The scope includes design, direct costs (materials, labor), and indirect costs (DBA, overhead, G&A).
Key Requirements & Eligibility
- NAICS Code: 236220 (Commercial and Institutional Building Construction), $45M small business size standard.
- Teaming: Prime Contractors must team with one or more licensed in-country Subcontractors.
- Registration: Prospective contractors must be registered in SAM.gov prior to award.
- Experience: Past performance on similar OCONUS construction requirements (not on US military installations) is desired.
Submission Details
Interested parties must submit a capability statement (maximum four pages) demonstrating their ability to perform the outlined requirements. Submissions should include examples of past performance and specify the contractor's role (prime or subcontractor). Technical criteria for evaluation include ISO 9001 registration/certification, confirmation of in-country subcontractor partnership, notional designs, schedule/critical path, and past performance.

Site Visit Information

Contractors must submit site visit attendee information (using the provided form) by June 12, 2026. A maximum of two attendees per company is permitted for each site visit. Contractors are responsible for their own travel and accommodations.
