This document is a solicitation for a Master Blanket Purchase Agreement (BPA) for Commercial Range Services, referred to as the JIOP Commercial Ranges BPA. The government is seeking to establish a "charge account" for acquiring these services on an as-needed basis.

• The ordering period is from March 3, 2026, to March 2, 2031, consisting of a base period and four option periods.

• The total aggregate value of all calls placed against all awarded BPAs shall not exceed $9,000,000.00.

• The value of any single BPA call shall not exceed $250,000.00.

• Pricing will be on a Firm-Fixed-Price (FFP) basis.

• Proposals are due by 04:00 PM local time on February 27, 2026.

• Proposals must be submitted electronically via email to the Contracting Officer.

• Proposals must be in PDF format and organized into three volumes: Technical Capability (max 25 pages), Past Performance (max 10 pages), and Price & Administrative (no page limit).

Amendment / Modification

This amendment (0001) to Solicitation W51H7226RA001, dated 18 February 2026, makes the following changes:

• Incorporates Section L: Section L, "Instructions, Conditions, and Notices to Offerors," is now included, providing detailed instructions for proposal format and submission.

• Revises Pricing Schedule: The original Section B, "Pricing Schedule," has been replaced with a revised version. The new schedule includes distinct pricing sections for the Base Period and four Option Periods.

• Extends Proposal Deadline: The proposal submission deadline has been extended from 25 February 2026 to 27 February 2026, 4:00 PM EST.

• Adds Documents: An "Updated BPA Pricing Table" has been added.

• Changes Document Counts: The page count for the "Updated BPA Pricing Table" has changed.

• Section L (Instructions, Conditions, and Notices to Offerors) has been incorporated.

• Section B (Pricing Schedule) has been revised.

• States that "Complex Scenarios" are unpriced items to be priced on a competitive, per-call basis through the RFQ process among all BPA holders.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) establishes the requirements for commercial range facilities, realistic training environments, and associated subject matter expertise to support the U.S. Army's Joint Innovation Outpost (JIOP) and other authorized Government users at Fort Bragg, NC.

• The PWS provides a catalog of services that the Government may order via firm-fixed-price (FFP) Blanket Purchase Agreements (BPAs).

• The JIOP supports the XVIII Airborne Corps by enabling rapid innovation and technology transition.

• The purpose is to establish a rapid and efficient method for acquiring commercial range services for training and testing.

• Key priorities include:

  • Commercial Infrastructure: Contractor must own/operate multi-domain operational (MDO) facilities within 90 miles (driving) of the XVIII Airborne Corps Headquarters on Fort Bragg, NC.
  • Breadth and Depth of Personnel Subject Matter Expertise (SME): Contractor must have expertise in domains such as special operations forces, cyber, unmanned systems, space, design, prototyping, test & evaluation, acquisition, and training.

• The Contractor shall develop and maintain a Quality Control Plan (QCP) to ensure services meet performance standards.

• Government will monitor performance via periodic surveillance and customer feedback, potentially documented in a Government Quality Assurance Surveillance Plan (QASP).

• Place of Performance: Contractor's facility located within 90 miles driving of the XVIII Airborne Corps Headquarters, Fort Bragg, NC. No performance or travel outside this local area is authorized.

• Period of Performance: One (1) base year of 12 months and four (4) 12-month option years.

• Program Management: Designate a primary Point of Contact (POC) and maintain a Quality Control Plan (QCP).

• Commercial Range/Infrastructure: Must include flexible and responsive range access, multiple purpose and small arms live-fire ranges, pre-coordinated airspace, deconfliction with military airfields, breaching areas, accessible villages, shoothouse, electronic warfare capabilities, modular trench network, equipment storage, lodging, and laboratory/classroom space.

• Licenses and Certifications: Must possess an active Federal Explosives License (FEL), Federal Firearms License (FFL), and government-approved airspace control measures.

• Personnel Qualifications: Minimum requirements for SMEs in Small Arms & Tactics, Explosive Breaching, Unmanned Aircraft Systems (UAS), Electronic Warfare (EW), and Technical/Prototype Support.

• Organizational Conflict of Interests (OCI): Personnel must sign Non-Disclosure Agreements (NDAs).

• Contractor Furnished Items and Services: Contractor shall provide all personnel, equipment, materials, facilities, transportation, supervision, etc. Government does not anticipate providing Government Furnished Property (GFP).

• Other Requirements: Include Antiterrorism (AT) Level I Training, iWATCH Training, OPSEC Awareness Training, DoD Cyber Awareness IA/IT Training, and compliance with foreign disclosure processes.

Solicitation / RFP / RFQ

This document is a Solicitation (W51H7226RA001) for a Master Blanket Purchase Agreement (BPA) for Commercial Range Services. The BPA will be established under FAR Parts 12 and 13, utilizing a "Technically Acceptable, Best Value" source selection methodology. The government intends to award multiple BPAs to responsible small businesses.

The BPA will provide access to commercial shooting range facilities and associated subject matter expertise to support the U.S. Army's Joint Innovation Outpost (JIOP) and other authorized users at Fort Bragg, NC. • Evaluation: Proposals will be evaluated sequentially on three factors: Technical Capability (most important), Past Performance, and Price. A "Pass" rating is required on each non-price factor to proceed to the next. Price will only be evaluated for proposals that pass both non-price factors.

Statement of Objectives (SOO)

To provide streamlined acquisition and accelerated delivery of capabilities to the Warfighter to increase lethality through design, prototyping/development, experimentation, test & evaluation/assessment, and procurement.

The contractor shall provide personnel, equipment, materials, facilities, transportation, tools, and supervision to plan, execute, and report on capability demonstrations, tests, and experimentation. This includes test planning, range coordination, and test execution.

• Commercial Infrastructure: Contractor must own/operate multi-domain operational (MDO) facilities within 90 miles driving of Fort Bragg, NC. Facilities should have organic capability to mitigate cost and maximize responsiveness.

• Personnel Expertise: Contractor must possess organic expertise across various domains (special operations, cyber, unmanned systems/counter-unmanned systems, space, etc.) and functions (design, prototyping, test & evaluation, acquisition, training). Avoidance of outsourcing the majority of requirements is desired.

• Range Access: Provide flexible and responsive range access, including extended hours, weekends, and holidays.

• Specific Facilities Required:

  • Small arms ranges for livefire.
  • Pre-coordinated airspace for manned and unmanned flight operations.
  • Breaching area for mechanical and explosive techniques.
  • At least three multi-building villages (minimum four buildings) accessible by air and ground.
  • Multi-story shoothouse.
  • Trench network representative of operational theaters.
  • Red Team stand-ins for realistic scenarios.
  • Facilities for electronic warfare and spectrum operations.
  • Equipment storage facilities.
  • Living accommodations for at least 12 personnel.
  • Subterranean complex with tunnels, rooms, and degraded ambient light/communication effects.
  • Robotics laboratory and classroom space for CAD, 3D printing, prototyping, integration, and innovative sprints.

• Personnel Specialization: Provide highly experienced technical and tactical specialists in UAS/CUAS and robotics.

• Safety: Contractor is responsible for all range safety aspects and must comply with all applicable regulations.

• Security: Contractor shall establish procedures for handling Government information and vendor-proprietary data with appropriate safeguards.

• Facilities must be located within 90 minutes driving of Fort Bragg, NC.

• Contractor must own/operate facilities at the time of proposal submission.

• Must have organic capabilities to avoid significant outsourcing.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for a Multiple-Award Blanket Purchase Agreement (BPA) to provide commercial range facilities, realistic training environments, and associated subject matter expertise. The services are in support of the U.S. Army's Joint Innovation Outpost (JIOP) and other authorized Government users located within a 90-mile driving radius of Fort Bragg, NC. This is not a request for quote (RFQ) at this time, but a synopsis for informational purposes. The government is seeking access to existing commercial facilities, not construction services.

Services include, but are not limited to, providing access to a comprehensive suite of training infrastructure such as:

• Small arms live-fire ranges

• Multi-story shoot houses and multi-building training villages

• Subterranean training complexes

• Areas suitable for UAS/C-UAS and Electronic Warfare (EW) training

• Subject Matter Expert (SME) support in various tactical and technical domains

• Period of Performance: One (1) twelve-month base year, with four (4) twelve-month option periods.
