Quick Summary

The Department of the Army, National Training Center (NTC) G3 Aviation, is soliciting proposals for a 12-month lease of a portable solar generator system with an option year, to support critical operations at Bicycle Lake Army Airfield (BLAAF), Fort Irwin, CA. This requirement is for a turn-key power solution in a remote, off-grid location. This acquisition is a Total Small Business Set-Aside. Offers are due April 10, 2026.

Scope of Work

This opportunity seeks a comprehensive leasing service for one commercial, portable solar generator. The system must provide a reliable, stand-alone power source for an FMQ-23 fixed base weather observation system, capable of 24/7 operations in the harsh Mojave Desert environment. Key requirements include:

  • Technical Specifications: Inverter/charger system (240VAC/48VDC/6000W), LiFePO4 battery (800Ah/20,480Wh), and 240VAC delivery voltage.
  • Performance: Must support a sustained continuous load of 240VAC/7.5 amps (1800 watts) and a peak instantaneous load of 240VAC/15 amps (3600 watts).
  • Durability: Environmentally hardened, proven capable of long-term performance in extreme heat, sand, and high winds.
  • Physical: Skid or wheel-mounted, of recent vintage (not more than five years old), clean, well-maintained, and tested within two weeks prior to delivery. Operating instructions must be posted.
  • Contractor Responsibilities: Full responsibility for all maintenance, servicing, repairs, timely delivery, installation, and subsequent removal of the generator.
