FY26 INITIAL OUTFITTING AND TRANSITION (IO-T) SERVICES REQUIREMENTS FOR DEFENSE HEALTH AGENCY FACILITIES ENTERPRISE (DHA-FE)

Sources Sought Notice

This notice is a sources sought synopsis to gauge industry interest and capabilities for Initial Outfitting and Transition (IO&T) services for the Defense Health Agency Facilities Enterprise (DHA-FE). The government is seeking to identify potential responsible contractors and ensure adequate competition. Responses are for planning purposes only and are not considered proposals for a solicitation.

The notice outlines three distinct projects:

• Project 1: FY26 22 Area Medical-Dental Clinic Replacement, Camp Pendleton, San Diego, CA - IO&T Services. This includes property, furniture & fixtures (FF), equipment (E), and transition services such as relocating/disposing of FFE-LVS, public relations support, staff orientation & training, and cleaning.

• Project 2: FY26 62 Area Medical-Dental Clinic Replacement, Camp Pendleton, San Diego, CA - IO&T Services. Similar scope to Project 1, including FFE-LVS and transition services.

• Project 3: DHA27i Marine Corps Recruit Depot (MCRD), San Diego, CA, Ambulatory Care Center (ACC) – IO&T Services. This includes commodity procurement/install, staff transition, ribbon cutting, disposition of excess furniture/equipment, submittals, and transition services (move of reuse property, disposition of non-reuse property, and incidental services like public notification, staff orientation, and cleaning).

• NAICS Code: 337127, Institutional Furniture Manufacturing (Small Business Size Standard: 500 employees).

• Product Service Code: 7110, Office Furniture.

• Anticipated Award Dates: Fourth Quarter - Fiscal Year 2026 for Projects 1 & 2; First Quarter - Fiscal Year 2027 for Project 3.

• Interested firms must submit a Capability Statement for each project of interest.

• The Capability Statement should include a brief description of three recent and relevant CONUS contracts performed within the past three to five years.

• Deadline: Wednesday, May 27, 2026, by 1:00 PM Central Daylight Time (CDT).

• Telephone responses will not be accepted.

• The government will consider Small Business, Section 8(a), HUBZone, SDVOSB, and WOSB. Small businesses are highly encouraged to participate.

• Acquisitions may be set-aside for small businesses if at least two responsible small business concerns can provide services at fair market prices.

• If set-aside for small businesses, FAR 52.219-14 (Limitations on Subcontracting) requires 15% self-performance.

• If set-aside for the 8(a) program, firms must have a bona fide office in the geographical area of consideration.

• Each project will have a specific solicitation number posted on SAM.gov.
