FY26 Intent to Sole Source - Diagnostic Test Equipment Units

This is a Notice of Intent to Award a Sole Source contract to TESTFORCE USA for two (2) Diagnostic Test Equipment Units. These units are required to support the maintenance, test, and repair of Air Force CM300/350 radio systems and RAWS test requirements for the 42nd Operation Support Squadron at Maxwell AFB, AL. The new equipment will replace eleven separate, older, and becoming obsolete tools, aiming to make the maintenance process faster and more accurate.

• Two (2) single, portable Diagnostic Test Equipment Units.

• The equipment must be capable of testing, maintaining, and repairing radio systems essential for safe air traffic control and flight-line communications.

• Key capabilities include:

  • Multi-Function Integration (replaces 11 legacy devices).
  • Portability & Durability for flight line and remote use.
  • Broad Frequency Range support.
  • Digital & Analog Radio Support.
  • Automated Test & Alignment for man-hour savings and accuracy.
  • Intuitive User Interface.
  • Data Management for maintenance documentation.

• This will be a Firm-Fixed Price (FFP) contract.

• Procurement is under the authority of RFO 6.103-1(b).

• Simplified Acquisition Procedures will be utilized (RFO Part 13).

• No written solicitation will be issued.

• Interested contractors capable of meeting the requirements outlined in the attached SOW are requested to respond.

• Responses must include:

  1. Current capability demonstrating ability to meet SOW requirements.
  2. Company name, point of contact, email, phone, fax, business type and size, Cage Code, and UEI number.

• Responses are due no later than 8 June 2026, 1:00 pm, Central Daylight Time (CDT).

• Oral submissions are not acceptable.

• If no responsible, responsive offers are received by the deadline, a sole source contract will be issued to TESTFORCE USA.

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective is to purchase two modern, all-in-one diagnostic test equipment units to replace eleven separate, older tools. This will enable technicians to test, maintain, and repair essential radio systems for air traffic control and flight-line communications more efficiently and accurately.

The contractor shall provide a device with existing, official USAF certification for the CM300/350 radio systems and required Technical Order approval to service this fleet. Key capabilities include:

• Multi-Function Integration: Replaces 11 legacy devices into a single unit.

• Portability & Durability: Suitable for flight lines, remote sites, and vehicles without external power reliance.

• Broad Frequency Range: Covers the full spectrum of aviation radio frequencies.

• Digital & Analog Radio Support: Supports current inventory and future digital standards.

• Automated Test & Alignment: Reduces man-hours and increases accuracy through automated sequences.

• User Interface: Intuitive and modern for reduced training time and efficient diagnostics.

• Data Management: Simplifies maintenance documentation and tracking of system health.

• Delivery to: 42 OSS/OSM, 345 West Selfridge Street, Maxwell AFB, AL 36112-5965.

• Only one floor and building number: 1013.

• Contractor shall provide any Original Equipment Manufacturer (OEM) standard commercial warranty at no additional cost.

• All manufacturer warranties, manuals, literature, and documentation for equipment and software must be provided prior to project acceptance.

• Written procedures, points of contact, and information for warranty services (period, contact numbers, procedures for support, troubleshooting, and replacement) must be provided prior to project acceptance.

• Items must be brand new; refurbished items are not authorized.
