Offerors must email quotes to Alicia Scott (alicia.d.scott@usace.army.mil) with a copy to Chad Arnett (chad.a.arnett@usace.army.mil). Submissions must include:

  • Completed pages 3 (RFQ) and the BID Schedule from the solicitation document.
  • A separate attachment titled "Supplier Agreement/Contract" providing evidence of an agreement with an actual producer/supplier/deliverer of the product.
  • A separate attachment titled "Past Performance" detailing two successful deliveries of bulk oxygen within the last 5 years. This information shall not exceed 2 pages (one page per delivery) and must include point of contact information for each reference.
  • All submissions must be in PDF format.

Evaluation & Award

Award will be made to the lowest priced Offeror who is deemed technically acceptable, responsive, and responsible, and whose proposed price is fair and reasonable. Technical acceptability will be determined based on the submission of the "Supplier Agreement/Contract" and "Demonstrated Experience" (Past Performance).
