This document is a Request for Quote (RFQ) for FY26 Milk Testing services at the Prairie du Sac Farm, located at S8822 Sunset Dr, Prairie du Sac, WI 53578. The contractor will be responsible for collecting milk samples, recording milk weights, and performing milk testing for fat, protein, and milk weight on a monthly basis.

• Monthly generation of specific reports including: Monthly Mailer Summary Page, Monthly Animal ID, MUN Summary, Fresh Cow List, Fresh Cow Summary, Herd Summary, Pstring Summary, Sample Day Lact Duplex, Udder Health Cows List Duplex, and Udder Health Management Summary.

• DHI "Official" test designation for recording in the Council on Dairy Cattle Breeding system.

• Results to be sent to Bovi Sync for recording in individual cow records.

• Raw sample data and final samples to be delivered within 30 days of testing, digitally or via an online portal.

• Contract Type: Firm-fixed-price requirements contract.

• Period of Performance: One (1) one-year base period (06/04/2026 – 06/03/2027) with four (4) one-year option periods (totaling up to five years).

• Pricing must be provided for all individual line items in the Schedule of Items to be considered responsive.

• Quotes will be evaluated based on Technical Approach, Price, and Past Performance.

• Award will be made to the offeror representing the best value to the Government, prioritizing the highest technically rated offeror whose price is fair and reasonable and whose past performance is acceptable or neutral.

• Tradeoffs will not be conducted.

• Offers must be held firm for 90 calendar days from the date specified for receipt of offers.

• The document references several clauses related to small business concerns, including "Notice of Price Evaluation Preference for HUBZone Small Business Concerns" and "Notice of Total Small Business Aside."

• Attachment 1 – Statement of Work provides further details on deliverables and delivery information.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a service for testing cow's milk for fat, protein, and milk weight for the USDA Agricultural Research Service (ARS), Dairy Forage Research Center (DFRC).

• The contractor will collect milk samples from approximately 360 cows monthly at the Prairie du Sac Farm (S8822 Sunset Dr, Prairie du Sac, WI 53578).

• Perform milk testing for fat, protein, and milk weight.

• Record milk weights once per month.

• Generate monthly reports including:
